The second incident took place in Tyrone on June 17th of this year. Kevin Longeman reported to council council that while he, his wife and daughter were walking home from the soccer field that evening, they passed the Lockwood's who were walking walking their leashed doberman pincher. The dog lunged at Longeman's 10-year-old daughter and appeared to bite her right thigh area. There was no piercing of the skin but the area appeared to be bruised and scratched. An 'order to restrain' was issued to the dog owner on June the 28th. On July 5th, the dog owner, - Mr. Jeff Lockwood filed an appeal with the Municipality to the Order. Longeman told council that he and his wife were disturbed and frustrated that someone would actually protest this order. "For us not to do anything, would be to give the dog more rights than my family," he stated. "Uphold this 'Order to Restrain,' and teach my wife and daughter that the system really works. The dog owner, testified that his dog is not a vicious animal, but rather, an excitable puppy. The incident incident happened, said Lockwood, when my wife was walking the dog home from soccer practice. "He is very excitable around balls, and he'd been watching balls for an hour and a half." The Longeman daughter was holding a ball, testified Lockwood, and when she backed away from the dog, to him it was play time. The Lockwoods claim they are complying with all the requirements of the "Order to Restrain," except for keeping the dog in an enclosed pen to prevent him from leaving the property and coming into contact with other animals or people. people. "I don't like the thought of putting a fence up," stated Lockwood. "We live in a nice neighbourhood." The dog is microchipped, muzzled muzzled when off the property, and tied to a heavy stake in the front lawn, so he is never running loose, according to Lockwood. Plus, the dog is going to behaviour training classes. Council upheld the "Order to Restrain" for six months, giving the dog enough time to graduate from his behaviour course. During the course of the deliberations, Mayor Mutton commented that dog issues seem to be taking up more of council's time than the annual budget does.
