Orono man faces sexual assault charges An 83-year-old Orono man is facing multiple charges for allegedly sexually abusing two young boys for a period of several years in the early 1990s. The accused met both boys in 1991 when he was 70 years of age and the boys were both 12-years-old. He would invite them separately into his residence residence on Main Street in Orono and slowly built up a friendship with both. He introduced introduced alcohol to the visits, employed both boys to assist with odd jobs and gave them video games to play with. Beginning in 1991, he began exposing himself to each boy and began showing them pornographic material. This eventually led to inappropriate inappropriate touching and other sexual abuse. One victim was abused from 1991 to 1992 and the other from 1991 to 1994. Charged with the following offences is Jean Paul Roy, age 83, of Main Street, Orono: two counts each of Sexual Assault, Sexual Interference, Invitation to Sexual Touching, Indecent Exposure of Genitals to Child, Administer Noxious Substance (alcohol), Sexual Exploitation. DRPS believe the accused worked as a handyman and a male nanny in the Orono area and that he,arrived in Orono (Municipality of Clarington) from Quebec in 1967. Durham Regional Police, using the canine unit arrested the suspect, Karl George Battle, while he was hiding in a car in the Winter Road subdivision. subdivision. Officers responded to a call from Orono, at 4:30 a.m. on March 21st, when an eye witness witness reported a white single male was attempting to drive his pick-up truck through the glass front doors of the variety store. Battle lied the scene and lost control of his vehicle at the south end of town, when he tried to merge onto the southbound ramp of the 115/35. He parked the car at a local repair garage as it had sustained significant damage to the undercarriage, and lied on foot in search of another vehicle. Police with the K-9 unit followed the tracks in the snow which led them through back yards on Winter Street. The suspect was located by officers while he was hiding in the back scat of a vehicle parked on Main Street in Orono. He was arrested without without incident. The accused matched the description of the male who had attempted to break into ROBBERY see page 3 This week Council unanimously unanimously approved the report banning rental of municipal buildings for political activity. The Clerk's report which was unanimously adopted by councillors in their previous meeting, did have an addendum addendum to it this week. According to Councillor Jim Shell's motion made at Monday's Council meeting, the policy applies to the Clarington Municipal Administration Administration Centre and to the museums and libraries. The boards who operate these facilities will be advised of the new policy. In November 2000, the Chief Administrative Officer, Mr. Frank Wu drafted a policy addressing the rental of municipal facilities, specifically specifically as they relate to political activities. That policy states, "All buildings, facilities and properties properties under the ownership and operation of the Municipality shall not be used by any person, person, employee or otherwise for the display or distribution of political campaign materials, materials, signage, etc." At their meeting two weeks ago, councillors, added POLITICS see page 3
