By Anita DeVries Getting on the bus was a joy for the Boyd children on Monday morning. For months the two young children could not go on the bus, because their baby brother brother was not allowed outside in the cold. Their mother couldn't couldn't bring them down the long driveway and up the country road to the bus stop, because that, would mean leaving her immune deficient baby alone. And, since the bus stop was not visible from the farm house, Trish Boyd didn't feel safe letting her little children make the trip on their own. Boyd asked the Kawartha Finer idge District School Board a number of times to alter the route slightly to allow the children to be picked up at their home, but both requests were denied because a standard sized bus could not turn around on the dead end road that the Boyds live on. That's when Kendra Allen, co-chair of the Kirby School Council got into action. She measured the distance distance from the bus stop to the driveway (.3 km.), took pictures pictures of the hill which obscured the vision of the bus Continued page 4 Region will build new headquarters After several attempts to further delay the decision on building a new Regional Headquarters, the final vote at last Wednesday's Regional Council meeting was 20 to eight in favour of building the $68 million building in Whitby. The decision was held over from the January 22nd Regional Council Meeting, to give municipalities time to do their own audit of the business case for the new headquarters presented by the Region's finance committée. An amendment made by Clarington Mayor John Mutton to have the Region's auditor verify the business case and related documents failed to receive sufficient support to pass. "If this, amendment carries," carries," stated Mutton before the vote, "I will support the headquarters headquarters today and know the duty of care I owe to the public I represent has been done." Clarington Councillor Charlie Trim said his people were fearful of the plan to construct construct the new headquarters. "They do not agree with it," he said, "I only had one person say it's a good idea, get on with it." Oshawa's Mayor Nancy Diamond was opposed to building a new consolidated building as it would result in Regional staff vacating office space in that city. "This building building will cost $100 million over the terms of the debenture," stated Diamond. "The citizens of Oshawa will pay 26% of that," she said. "A hundred million is an enormous debt for our taxpayers, the money's not there for roads and other services, services, but we have it to build this monument." Approximately 10% of the project cost will be paid upfront upfront with the money coming from the Rate Stabalization Reserve Fund. A further $6,450,000 will be paid up front from a number of other reserve funds. The remaining $54 million will be debentured over the next 20 years. Construction of the 334,000 square foot building should begin this year and be completed completed in 2005. The accepted design-build proposal submitted by Ellis Don Corporation for the new headquarters at the cost of $57 Continued page 3 A female victim was bound victim was forced at gunpoint and threatened and her 70- to open a safe located in the year-old husband forced at house.
