Mr Leonard further suggested that in case the work was discontinued by succeeding Councils, there should be a'clause in the By-Law which should allow the frontage tax to be remitted. Mr Harris pointed out that vacant lots really have only farm value until improvements give it building values, and that the improvement would really put what had been a poor 'in- vestment upon a marketable basis at a fair value.
