'This may be an in- dugement to Reach .and other Townships which continue the statute labor idea, to commute the statute labor at a proper rate, and employ a road superintendent who could work out a proper system of road construction. . Twenty per cent. of the cost of road construction and maintenance in Townships will also be borne by the Govern- ment. This assistance i is given with the- idea that the feeders to the main highways must be kept in fair condition if these leading roads are to be of any value to the farmers and the general community. Special consideration would be given, Mr. Biggs said, to municipalities having a population of less than 1500 (meaning villages), through which a Provincial highway might pass. In order to help these municipalities, the Government would build their road § for them, as he felt that unless something like this were done, it would rzsult in a large number of poor stretches of road in different parts of the Provincial system. Many of ' these small centres, he stated, are in poor fin- ancial condition, and if left to construct their own roadway for the full length of their extended municipal boundaries, they would probably be unable to do their work promptly or well. As roadway No 18 runs from Whitby and Lindsay passing 'through Port Perry, this statement by Hon. Biggs should be of rly to our townspeople. Its quite as he says--vil- lages are financially unable to cope with the road problems within their praniipalifice without assuming a considerable burden of debt, or else taking a number of years to perma- nently construct their main highways, during which time the * other thorofares are more or less neglected. It is Boteworthy that without any great flourish of trumpets, 80 good and, comprehensive a program of road building should be outlined by the new Government. TETIIIIITS The problem of progressive minds today is to get something really worthwhile, done in spite of the inertia of the people. Only the truth Shall make us free. The task of the workers is to be brave, steadfast, tolerant and seek the development of their own brains, The powers that be would be far better employed finding out the cause of the present unrest, rather than do ignoble things to suppress and squelch it. 000 No structure of any conse- quence has been built on any- thing but an ideal and it. is on ideals that the beautiful strue- ture of a trrnsformed humanity {will be built. ° 000 The greatest questions of the day cannot be settled by bullets, nor by jailing men and women. Both of those means are violent, reactionary and really solve nothing. 000 Religion and Christianity are not the same as theology and churchianity.
