" continued the speaker, It was very difficult to avoid this because pressure was constantly being brought to bear upon the hotelkeeper to provide liquor illegally. 1 These figures should be a complete answer to the charge made by some * that bootlegging and violation of law have increased under prohibition. The figures for offences against the liquor law, per ten thousand of population are: 1914, 58; 1915, 50; 1916, 82; 1917, 21; 1918, 20; 1919, 18; 1920, 19; 1921, 22; 1928, 18. In Toronto there has been a re- duction of 74% of convictions for drunkenness under prohibition. The figures are: 1914, 303; 1915, 242; 1916 209; 1917, 108; 1918, 70; 1919, 72; 1920, 119; 1921, 90; 1922, 76. It will be noted that whenever the provincial law enforcement is backed by the Federal law, there is a big reduction of drinking and drunkenness. The number of drunks per 10,000 of population in Saskatchewan was 54. In 1922 under prohibition it was ten per 10,000 population. The crimes associated with drink declined 78% under prohibition. The figures are 1918, 70; 1024, 70; 1915, 56, (8 license years); 1916, (partially pro- hibition year), the number was 36; 1917, (provincial prohibition) the number was 19; 1018, Federal prohi- bition-of import and manufacture, the number was 16%; 1919, another Fed- eral prohibition year, the number was 16; 1920, 19; 1921, 16%; 1922, 19.
