And they are concerned that the subsidized units cannot be rented exclusively to senior citizens. "I think I could have supported (an apartment) for seniors only, if it was on a smaller scale," said C. A. Pothier at a public meeting in the municipal chambers Monday evening. Mr. Pothier, who lives on Balsam Street, presented council with a 42-name petition (26 households) in opposition to the proposal. He also cited issues such as increased traffic, drainage and the possibility that residential property values in the immediate area of the three- storey building could decline. Branch 419 has set up a non profit company known as Legion Park Manor Inc. that would build and operate the apartments. Cheryl Dawson, a consultant with Totten Sims Hubicki, told the meeting that already 163 people have indicated they need this kind of housing. Ms. Dawson, who is working as the project co-ordinator, told Scugog council Monday night that recent changes to provincial legislation mean the apartments are available to everyone over the age of 16: years, married or single. She said some of the units will be for those in dire 'economic straits, while others will be rented at market values. A committee set up by the Legion Manor Inc. would select those who cap rent a unit, providing they qualify. The three storey building fronting on Balsam Street would be made from brick with - a pitched roof, said architect Barry Knoll, The Ministry of Housing would guarantee the mortgage and operating costs, and after 35 years, the building would be owned by the Legion Manor Inc. It would sit on a 1.1 acre parcel severed from the 4.8 acres Branch 419 now owns between Bay and Balsam Streets and east of Old Simcoe Road in Port Perry. Mr. Pothier told the public meeting that residents of Balsam Street are virtually unanimous in their opposition to the project, especially in light of the changes that open the units up to anyone over the age of 16 years. Plans for the building call for 32 units of one bedroom and eight at two bedrooms. Branch 419 member Giles Goulding, who is the building chairman said the Legion is confident it can operate this project. "We will do nothing to compromise Branch 419," he " stated. Ms. Dawson said after the meeting it could be next fall at least before the project gets all the necessary provincial | approvals. She estimated that it dould be completed' in | October 1994. Scugog council has been asked to re-zone the parcel of land from recreation to RM 4. There would be 20 parking places on the parcel with over- flow parking provided in the Legion lot to the north of the apartment building.
