Council agreed Monday to support a Regional Official Plan amendment for the International Union of Operating Engineers which is proposing to build the facility on Concession 12, northwest of Greenbank. However, council has asked for a site plan that will address such things as noise, dust and any other environmental concerns associated with the project. Ward 1 rep Ken Carruthers said Monday he is "apprehensive" about supporting the Official Plan amendment, but feels the concerns about dust and noise can be met by the Township in a site plan agreement. And the same feelings were echoed by Ward 2 councillor Marilyn Pearce who said the site plan agreement will give the Township control over monitoring dust and noise This project, which would train up to 75 heavy equip- ment (cranes, bull-dozers etc) operators was first presented to council two years ago Ron Walsh, business manager for the International Union said the cost of setting up the permanent facility would be in excess of $3.5 million. But Mr. Walsh warned Monday that if the project continues to encounter delays, "Scugog is close to losing it." Visibly angry, Mr. Walsh said the Union is "just about ready to move out." The Union has an offer to purchase on the site which is conditional on all official plan and local re-zoning approvals. Residents who live in the vicinity of the proposed site (Lots 3 and 4, Concession 12) have expressed strong environmental concerns since the project was first introduced two years ago. David Tasker told council on Monday the group remains concerned about noise and dust levels and potential impact on the environmentally sensitive Beaver River wetlands just west of the site. Ron Martindale, a consultant working for the International Union told council Monday a final report on all environmental aspects of the project is almost complete. "We are willing to meet all reasonable environmental demands," he said. Mr. Tasker told council Monday that unless the demands of the ratepayers group are met, the project will end up in front of the Ontario Municipal Board.
