A Sa kd = Scugog Citizen -- Tuesday, April 27, 1993 3 = Proposal headed for OMB ruling A proposal for a heavy equipment operators school in Scugog Township will almost certainly end up in front of the Ontario Municipal Board, says a member of a citizens group opposed to the school. . David Tasker of SCOPE said Monday that it's "a shame" the project has to go to the OMB, adding that SCOPE is opposed to the proposed location on "Line 12, near the Beaver River, considered a Class 1 wetlands. Mr. Tasker made the comments Monday after Scugog council declined a request for another local public hearing on the proposal. Durham council will deal with an Official Plan change this week and Scugog council will be asked in the near future for approval of a site plan "agreement and a local by-law change. Mr. Tasker said SCOPE will take all three matters to the OMB for a final decision, a process he says could cost SCOPE $15,000 in legal and consultants fees. ' He said there are other aregs in Scugog better suited for such a training school. Ontario restraint will cut $52.9 million from OMAF The Ontario Ministry of Agriculture will have its budget cut by $52.9 million as part of the province's overall deficit reduction measures. "We had to look long and hard at our financial situation," said Ag minister Elmer Buchanan on Friday. "Tough measures had to be, made, but our aim is to invest in essential services and to' ensure the long term economic health of the province," he said. Last year, there ' were reductions of about $9 million in OMAF budgets and programs. Programs affected include a reduction in the*Investment Strategy by $15 million. The Farm tax rebate plan will be frozen at present levels to save about $7 million. W An adjustment strategy for tobacco will be revised by $3 million to defer the producer exit component. Operating grants of the, Land Stewardship 2 program will be reduced by 50 per cent of approved 1993-94 levels, saving some $5.5 million. The Farm Start program will he reduced by $1.6 million by reducing grants ten per cent and eliminating years six and seven. One on one extension services for on-farm dairy inspections will be reduced by $1.9 million, with the Ministry promising that quality and safety standards will not be compromised. OMAF will be closing two colleges of agriculture "technology in New Liskard and Centralia, along with their associated veterinary labs. These closings will save about $5.7 million this year. Students at these colleges will be able to complete their diplomas at other colleges. Reductions in grants for technology transfer, independent study and general programs at the University of Guelph will result in savings of $3 million. OMATF will be reducing its ipternal operations spending by $8.6 million through attrition, early retirement and redeployment of staff. Layoffs will be a last resort, said a statement byBuchanan.
