A "Blueprint for Success" was presented to the Premier last week by the Association of Conservation Authorities of Ontario. (ACAO) The Authorities say the present system is a "tangled mess" of duplicated programs and over-lapping jurisdictions among several provincial agencies and Conservation Authorities, a mess that is costing taxpayers $100 million annually. For example, up to 11 different government agencies are now involved in the review of land development plans. This duplication alone costs some $16 million annually. It is also estimated that more than $10 million is wasted in duplicate water clean up programs, $12.5 million in soil erosion programs and another $2.5 in duplication of tree planting programs. The Conservation Authorities, who had their hadgets trimmed drastically by the province recently, say environmental protection and natural resources management could be carried out by the individual Authorities on a re- structured basis. Also, the province should combine water management jurisdiction of the Ministry of the _Environment and the Ministry of Natural Resources MacArthur and Mike Lab into a single ministry.
