"Ontario remains a strong supporter of using NISA as the basis for the development of a national whole farm income safety net," said Ontario Minister of Agriculture, Food and Rural Affairs Elmer Buchanan. "This approach provides equitable support across commodities and provinces and NISA helps individual farmers manage their income risks." The NISA Program, introduced in 1991, allows producers and governments to deposit funds in individualized accounts each year, to be used to stabilize returns in low income years. "NISA contributes to long-term income stability for producers, which results in greater stability for rural communities," said Buchanan. "With the extension of the program to the red meat industry, the province and the federal government each contribute about $7 million income producers." NISA currently covers grains and oilseeds, edible and non- edible horticulture, specialty crops, tobacco, white and coloured beans, ranch fur and honey. Producers of edible horticultural crops benefit from an enhanced support level under the program "To further reflect this government's commitment to the NISA program, for the 1994 tax year, Ontarie will be extending NISA coverage to all primary agricultural commodities, except those commodities operating under supply management systems. The enhanced program for edible horticulture will also be extended," Buchanan said. Buchanan also indicated he is pleased with the progress that has been made to i ove the NISA program. Short ication forms were introduced this year and were popular with producers. As well, e¢orn producers were required to deduct only 10 per cent of their seed corn cost in estimating NISA contributions. The Minister indicated that this provision will be extended to the 1994 tax year. Buchanan also noted that OMAFRA continues to support Market Revenue and Crop Insurance, which are effective . companion safety net programs for participating producers. protection to th BLACKWATER | DRESSED es) Beet.
