iS 0% id IR - Tuesday, April 25, 1995 GTA won't swallow Scugog, says Mayor Township Mayor Howard Hall is confident Scugog will not get swallowed up in the Greater Toronto Area (GTA) when a provincial task force hands down a report in about 18 months. He made the comments after a recent informal meeting with Ann Golden who was appointed by the provincial government to study the GTA and come up with recommendations in 18 months. §l came away from' that meeting (with Golden) feeling much better than I did before," the Mayor said, adding there were concerns on his part that Scugog could end up part of some new GTA layer of Trash From page one this kind of garbage pick-up. However, at Monday's council meeting Regional rep Marilyn Pearce argued residents of Prince Albert, for example, would probably indicate strong support for cuyb-side pick-up if a public meeting were held in their commupity. Councillor Pearce also argued that curb-side pick-up is the only way for the Township to control the amount of waste going intp landfills. .And she said, curb-side pick-up works well in tural areas of other municipalities. Ward 1 rep Doug Moffatt who chaired the ad-hoc committee that presghted the no expansion recommegglation said the report is 'municipalities government in a couple of years time. The recent meeting with Golden included Mayor Hall, Uxbridge Mayor Gerri-Lynn O'Connor and Brock Mayor Keith Shier. Mayor Hall has attended several GTA meetings over the last year « or so and in his words was getting "very suspicious" that Scugog might end up in a GTA shakeup "that would not be to the liking of the people of this Township." He said small rural like Scugog, Uxbridge and Brock do not share the same problems as Scarborough, Mississaugua or the city of Toronto on such things as taxation and equalized assessment. Howzver, as Scugog, Uxbridge and Brock Township are part of Durham Region, _ they are included as part of the GTA-- which stretches from Hamilton on the west to Bowmanville on the east, Mayor Hall said Goldman was very interested in the suggestion that rural municipalities north of the Oak Ridges Moraine should never become an official part of a new GTA. He also said he does not see a time in the future when Squgog, report tabled a reflection of what the committee was told by ratepayers at the public meetings in Blackstock and Utica. "There is nothing final about the recommendation," he told coungil, adding "those who want this is very low based on response to the committee." The report touched off an tw reaction from Mayor Howard Hall whogwas upset it had been in a local newspaper before council had an opportunity to study it. At one point he accused councillor Moffatt of holding the public meetings in communities (Utica and. Blackstock) i knew reaction to curb-side pick-up would be negative. Moffatt replied that the accusation was not fair and his committee is more than willing to hold a similar meeting in Prince Albert. It's estimated that expanding curb-side pick-up would coststiye average householder an additional $40 per year. Councillor Pearce warned that Durham Region Ifkely will bring down user fees of $10 per visit to transfer stations where most people in Scugog without curb pick-up now get rid of their trash. ~ df the user fees are brought in as expected, she said, it will only take four trips to add up to the annual cost of pick-up at the curb. The committee report probably would have been voted down completely on Monday because committee member Joyce Kelly was absent due to illness. Uxbridge and Brock Township would become one municipality with a central administration. However, he stressed there are plenty of opportunities for the three municipalities to share services and purchasing in an effort to trim operating costs. He said the three mayors will likely meet again with Golden in the not too distant future-- perhaps this fall.
