Z Drastic slump in building permits may be The value of building permits issued by Secugog Township has nose-dived this year, but the figures may be mis-leading says Mayor Howard Hall. Figures released by the building department Monday show permit values to the end of May at just over $1.9 million. By comparison, the value to the end of May 1994 stood at over $3.4 million. Mayor Hall said Monday a lot of permits were taken out last December for construction in 1995 so that builders would not have to pay the Education levy that kicked in January 1. The levy adds another $1700 to the price of a single home, and there is also a fee for industrial, commercial and farm projects. So far this year the Township has issued just five permits for new single family homes, compared with 20 over the same five months in 1994. The fact that the public and separate school boards are collecting levies on industrial/commercial and farm construction raised the ire of Scugog council members Monday afternoon. "It makes no sense for a farmer to have to pay (education levy) when building a new silo," said Regional rep Marilyn Pearce. She went on to say charging a levy for education on new homes is fine because new homes add to education costs.
