Ontario will repeal Advocacy Act this fall Marilyn Mushinski, Minister of Citizenship, Culture and Recreation has reaffirmed the government's decision to Rent controls set The rent control guideline set by the Ministry of Municipal Affairs and Housing for 1996 will be 2.8 percent. The guideline is the amount by which a residential landlord can increase the rent once each year without making an application under the Rent Control Act. Most tenants in Ontario receive a rent increase each year at or below the amount of the guideline. The 1996 guideline has been calculated under the previous government's legislation. "The existing legislation sets out how the guideline is to be introduce a bill this fall to repeal the Advocacy Act. "This government is committed to the interests, dignity and calculated and requires that next year's guideline be announced by the end of August," Municipal Affairs and Housing Minister Al Leach said. "We think that the legislation is seriously flawed. But we're not prepared to make any changes to the current program until we have considered the options and a well thought out system can be putin place." For the 1996 guideline, the inflation amount is 0.8% and the capital repairs amount is the constant of two percent. The Rent Control Act allows 4 landlord to apply for an additional rent increase of up to three percent above the guideline to cover the cost of necessary major repairs or very high increases in property taxes or utijities. The landlord must justify the costs at a rent control hearing. We will consult with families, volunteers, members of the disability and seniors' commun- ities, the medical profession and service providers to develop a better way to support the interests of vulnerable people." Under the Advocacy Act, a commission is responsible for a province-wide system of advocacy services for vulnerable adults. The Finance Minister announced last Friday that, due to the Government's commitment to repeal of the Advocacy Act, the Advocacy Commission's $18 million allocation for 1995-96 is being reduced by $10 million Mushinski said that, in the meantime, the Advocacy Commission will continue to provide rights advice. It will also continue to refer vulnerable adults to other sources of advice and assistance until such time as the Act is repealed. Implementation of additional advocacy services by the Advocacy Commission, however, will be put on hold. "The abuse and neglect of vulnerable people has no place in our society," said Mushinski. "The measures that we intend to develop will help to ensure that the interests of vulnerable people are protected and that they can participate in decisions that affect their lives."
