durhamregion.com This Week | Thursday, April 28, 2022 | 6 THE PROJECT The Ministry of Transportation of Ontario (MTO) has retained McIntosh Perry Consulting Engineers Ltd. (McIntosh Perry) to carry out the Detail Design and Class Environmental Assessment (Class EA) for the replacement of two bridges on Highway 401 at Park Road (Site 22X-0173/B1&B2) and Cubert Road (Site 22X-0174/B1&B2), in the City of Oshawa, Regional Municipality of Durham. The project also includes, but is not limited to, pavement rehabilitation, roadside safety improvements, noise wall installation, upgrades to illumination, and drainage improvements. BACKGROUND In 2015, a preliminary design study, Class EA and associated Transportation Environmental Study Report (TESR) was approved, which identified rehabilitation needs for long-term capacity and operational requirements of the Highway 401 corridor from Brock Road to Courtice Road. This study found that widening of Highway 401 to 10 lanes was required to accommodate future growth. The bridges were identified as requiring replacement and will be designed to accommodate future 10-lane widening of Highway 401. THE PROCESS The purpose of this letter is to provide notification of the commencement of the Detail Design and Class EA Study for the replacement of Park Road and Cubert Street bridges. The Detail Design is following an approved planning process for a Group 'B' project under the Class Environmental Assessment for Provincial Transportation Facilities (2000), with opportunity for public input throughout. Near completion of the detail design, a Design and Construction Report (DCR) will be prepared detailing the existing environmental conditions, design features, detours and construction staging, impacts, and mitigation measures. The DCR will be made available for a 30-day public comment period. At that time, a Notice of Study Completion will be published to explain the process and identify locations where the DCR can be reviewed. Area resident Craig Howie said a photo of a home on Stanhope Street with the words "Go F--- Yourself" written in curling script above the garage was shared with the Whitby Shores Facebook group on April 21. It immediately generated big buzz with people walking by to see it in person. The signage is typical for written-out house numbers. "Fourteen-year-old me would have loved it," said Howie, who added he hasn't heard from the homeowner. He said there's been some speculation the phrase may be related to an incident where Ukrainian soldiers lobbed that phrase at a Russian warship from Snake Island in the Black Sea, but he doesn't see a connection to Whitby. "That seems like a leap; I don't know if I believe that," he said. "Somebody said it's 'go frig yourself,' but it definitely does not say 'go frig yourself.'" The Town of Whitby has addressed the issue. "Municipal bylaw enforcement officers have visited the home and spoken to the homeowner to advise that this sign must be removed," said Town of Whitby spokesperson Erin Mikaluk. "We will continue to monitor the situation to ensure that this action has been completed." Howie shared a photo of the sign on Twitter as well, prompting surprised reactions from several people, including Whitby councillor and Conservative candidate Maleeha Shahid, who wrote: "Wow, in our town?" "I don't get offended by the language, but I think it's kinda pathetic to be that angry and to spend that kind of money," said Howie.
