TEMPORAL POWER FOR HOLY SEE Article Published Containing Demand Which is Not Initialed Rome, Oct. 10.--The Osservatore Romano, organ of the Papacy, today publishes a demand for the Pope's temporal power which is considered a mitigation of the official severity in the Holy See's attitude toward Italy. "If Italy one day decides publicly to make amends Before the whole world by a just act of reparation, we are; suge she will honor her word without the need of foreign intervention." This marks a complete reversal of policy from the Osservatore's stand expressed as recently as last Saturday. It also removes one great obstacle in setting up a tiny independent state for the Pope, since Premier Mussolini has declared he could never agree to in- ternational interference in any settle- ment ori negotiations with the Vati- can. The Osservatore's proposal is crea- tion of a tiny independent principality which would include that section of Rome occupied by the Vatician and St. Peter's. It would be small enough to be no threat to Italy, but would give the Holy See that temporal pow- er which it demands as proof of its complete independence. Article Not Official The article is not initialed, and in- dication that the official seal has not been set up on it. But the mere fact that it has appeared at all is a sign that the Vatician intends to keep ajar the door to further expression of opinion. It is now two years since unofficial but licensed exchange of views began, but this is the first time they have reached anything approach- ing common ground. Today's Osservatore article is made the leader of the paper, and is a reply to the Milanese Corriere della Sera's claim that the Pope enjoys the full measure of liberty he requires. The Pontiffs themselves are the best jud- ges of that, says the Osservatore, and not only the reigning Pope but five predecessors, all Italians, have felt the difficulties of their position. All have protlaimed to the Catholic world 'that it is impossible for the Church's supreme head to accept the actual situation as legitimate.
