Wilfred Ashley will introduce in Parliament next session, and the regulations will be based on an elastic scale which will permit of departmental amendment or vasiation to cope with new in- ventions. Although the actual terms of the bill are not yet definitely settled, it is known that they will include: the enforcement of four front lights on motor cars; a legal maximum forward range of light, of 300 feet; a maximum side range at 300 feet forward, of 40 feet, and an upward ray not exceeding the downward ray, measured from the horizontal. At present only one front lamp is obligatory (although nornmally two are used) and it is contended that a car with only one headlight might be mistaken for a motoreycle, while in the case of a car left stationary in the road it is impossible to ne sure on which side a single light is placed (though it is customary for motorists leaving cars with only one light on to display the "off-siae beam). , Various local ordinances have somewhat curbed the exploiters of "perambulating lighthouses' but the "dazzle" headlight and various pow- erful beam lights now on the market are still a source of serious danger and frequent accidents on British roads at night, and it has been de- termined to standardize the lighting regulations in the best interests of all patties. With regard to the 300 feet limit for a forward light it is eentendec that every car should be able to pull up within a distance of 150 to 200 feet even when going at high speed, go that the maximum of 300 feet forward light gives an ample margin of safety. Some of the modern lamps in use give a for- ward light of 1,000 feet, which is more disconcerting to approaching 'traffic than it is essential to the users, The side range of 40 feet is reck- oned sufficient to illuminate the car- riage way and greatly reduces the period of time during which an on- coming driver is actually in the beam of light. The restriction of the upward ray still further reduces this period of danger. Another provision or the bill will make it compulsory for rear lights to be carried on all bicycles and motorcycles. This is pretty gener- ally observed, but at present it is not compulsory, except in certain arcas, governed by local regulations.
