Once- free, courageous, honorable men, coursing at will through the whole expanse of the Canadian West, today they are caged birds, broken-spirited, versed in the disreputable practices of the worst of the white race; sick, puny, slothful, dull-witted, and a no aim or joy in life, writes Rev. R. B. Horsefield, B.A., in the Lon- don Daily Mail. And yet they are not abused. In Canada, at least, they are a priv- ileged people, the direct wards of the Government. There is a whole department devoted to their inter- ests-- the Act is a careful, consid- erate, and intelligent product of the Legislature. The Indian, as the ward of the Government, has an inviolable heri- tage of land for himself and his descendants for ever. On every large reservation is found a representative of the Gov- ernment, either as school-master or as fapm-instructor, The Indians are supplied free with a s:hool and its equipment--where the numbers vorrant it; with moadicine and medical service (by a resident mat- ron or visiting doctor, or both); with farmirs and gardening tools and machinery; with cattle, and, where necessary, horses, The aged and infirm are given rations of flour, bacon, and tea, and sometimes alto blgnkets and clothing. In addition, every man, woman and child receives an an- nual present of five dollars. In law the Indian is practically a minor, He can make no contracts without the consent of the Agent (Government representative), and can not he sued for debt. Of this last fact no one is better informed than himself, and jt is undoubtedly a real moral stumbling-block, The domestic conditions of the Indian are tragic. He has not yet learnt the art of living jn a house; and when we have said that, we have said all, His house is almost invariably too small, ill-ventilated, ill-lighted and rude, Sometimes-- as a result of persistent instruc- tion--it is clean, His livelihood is meagre, either from lack of op- portunity, as in the hunting and trapping lands, or from lack of initiative, in the agricultural area. His physique, except in the less- known North, is poor; tubercuio- sis and worse find him a ready prey. His outlook is limited and he rarely shows any enthusiasm for extending it. Even his language is vanishing. Fifty years ago the na- tive orators were common. Their vocabulary was astonishing, both for range and for expressiveness.
