If the mileage were equal, on a Detroit basis, the charge for Windsor ship- ments would be $1490; here the dif- ference is 30 per cent. That is, could express shipments be made in bond, goods could be taken across the border to Detroit and shipped here at a saving of 30 per cent in express. This is impossible, however, as, without the bonded ship- ment, goods would have to pay the duty, which would more than offset the saving in carrier charges.
