(152¢) GERMAN GENERAL URGES MILITARISH Tells Munich Audience That Compulsory Training is Essential Berlin, June 29.--Reports on co- operation of American steel pro- ducers in the export question so far have failed to influence the ne- gotiations of the International Steel Cartel, it may be concluded from Tuesday's meeting of the Associa- tion in Duesseldorf. Apparently German {industrial circles consider rumors circulated about the matter as exaggerated, and anticipate prac- tical effects from an American combine only in the course of time, After electing President Meler as successor to the late president, Mayrisch, the Steel Carte] decided to leave unchanged for the next quarter the production program and export quotas, , The Central European group announced its in- '| tention of forming three different sub-groups, Czeg¢hoslav, Austrian, and Hungarian, within the Cartel, MOVING OF CONSUL ~ RECALLS DISPUTE Ottawa Refuses to Talk "About Departure of Mexican : Ottawa, June 29.--The depart- ure from Canada of Medina Bar- ron, Mexican Consul at Toronto recalls, somewhat vivdly, the fiery controversy between himself and Bishop Fallon last winter, this be- ing followed by a propo: d resolu- tion in the Commons by Hon. Charles Marcil asking. theggovern- ment to demand the rec-1l of Mr. Harron. The resolutign was later withdrawn, There is & common surmise that M. Barron's depart- ure now has some connection with this episode but at the External 'Affairs Department today, oscials refused to make any . comment about 'it or 'the reasons behind the consul's leaving. } Paris is wearing polka dot shoes to match envelope purses of that design, FOR SALE--SIX ROOM BRICKS SHAKNTY TRIALIN MOSCOW IS CAUSE OF MUCH ROMANCE At Close Range Case Not as Thrilling as World Told PRESS DOES BEST Fifty-Three Men Accused of [ Sabotage Not Like Heroes Moscow, June 29.--There has been an enormous amount of ro- manticising, both at home aud abroad, about the "Shaknty trial," which has been droning along here ince May 18. At close range, un- fortunateiy for those who must sit through it, the affair is neither as dramatic nor' as thrillingly sinister as the world is Jed to helieve. The hearing still centres in the coal pits of the Don basin, where it has succeeded in showing a group ing production and accepting money for their trouble. When it gets to the so-called "Kharkov Centre" ande "Moscow Centre"--and parti- cularly when it bars the doors for a closed session on matters involv- ing foreign governments--the larg- er proportions of the conspiracy may emerge. Having advertised the trial us a melodrama, the press is doing its best to keep word with its cllen- tele, especially abroad. In a ju- dicial proceeding as complicated as this all the old and trustworthy stage properties, can be exmumen by glib journalists. They find a Judas or two, several Roskoln- koffs, a bloodthirsty prosecutor, rows of pallid faces, etc. The fact that the trial is set in Moscow, makes the temptation to employ such worn tricks so much stronger, encouraging much loose writing about 'Dostoievsky characters," "Slav fatalism'" and the like, Thé truth is that this triat 1s remarkable for its resemblance ra- ther than its contrast as compared to trials the world over, The chief difference, indeed, is its lack of the usual awe-inspiring formall- ties. The free and. easy way im which witnesses make speeches and argue with court -and lawyers, the absence of gowns and wigs and r!- tuals. The informrality gives vue place a rather tame appearance. A stranger entering this collonaded reddraped hall in the house of trade unions, so often the scene of labor conventions, might think for a moment that another such convention was under way. Possibility of Death Under the say«e surface, of course, the matter is veal and grim enough. Fifty-three wen smce the possibility of death. Right or wrong, the country considers uhese men an indication of a larger men- ace. But certainly there is little of the unusual---and nothing of the brutal--in the procedure. The de- fendants get full opportuhity to speak for themselves. There is very little of the 'yes or no" type of questioning, and wit speak of "engineers deliberately saowag- | POLICE WHISTLES WHISPER : Police . whistles that "whisper across a large city are being supplied to policemen throughout France. notes are so high-pitched that the . human ear cannot detect them: wun- til they are picked up by mi phones, skillfully camouflaged, at; many points in the city. A policeman equipped with one of these whistles, can summon aid to the scene of &- crime without alarming the suspeets. The presiding judge curbs the prosecuting at- torneys at least as often as the defehse lawyers, The trial Is a "Schauspiel," as reported 'abroad, only in the sense that all sensational trials are such. The anxiety of the public to get a glimpse of the court is not with- out parallel in other lands. One need only think of certain notori- ous murder trials in America. The incisive Nicholas Kyrlenko, chief prosecutor, is indeed ap in- teresting personality. Short, eom- pact, electrically alert, with a mind that seems to work with the force and precision of a machine, he seems to have heen cast for his role.
