IN MINING TOWN HAD NO MONEY OR FOOD Cobalt, Sept. 16.--Frank Harris, veteran resident of Cobalt, was found dead in his little cabin Sat- urday. Police conducting an in- quiry believe that he may have suec- cumbed to starvation im the midst of plenty. Harris was dead at least two days before his body was found huddled on the floor of the little home, authorities state.- There was no money and no food in the house. Yet neighbors on Jamieson street have long believed that the man had private means. Harris had not worked for years. Conditions in the home verged on squalor, police state. An Englishman by birth, Harris had lived in the Cobalt camp since the early days of the silver strike. He was unmarried and was beliey- ed to be about 40 years of age. A sister resides in North Adams, Mass. 3 The man kept very much to him- self and nothing was known about bis condition until, alarmed at his apparent disappearance, neigh- bors forced an entry into the home. (63c) VETERAN FOUND DEAD | MOTHER, TWO SONS SEVERELY INJURED Cars Crash at Hamilton-- One May Die--Boy's Skull Fractured Hamilton, Sept. 16.--Mrs. John French, 254 Locke street south, city, and her two young soms are in St. Joseph's hospital here suffer- ing from severe injuries as the re- sult of an automodile accident on the Dundas street highway near Nelson Village today, when an American driver is alleged to have cpt in, forced one car off the high- way and caused this car to collide with a third in which the French family was riding. The Ameri- can driver, who gave hisname and address as Henri Carl van Dem Bylaaret, 1735 Seward avenua, Detroit, was arrested after a pur- suit by Traffic Officer D. H. Darby of Waterdown. He was lodged in Oakville jail on a reckless driving charge, Connor and Gordon French both suffered fractured skulls, it is stated tonight, and the condition 'of Connor was grave and he was not expected to live. Their moth- er was badly cut about the arms, Dr. T. W. Peart of Burlington was called, and he had the injured re- moved to St. Joseph's Hospital. NO AUTHORITY T0 PREVENT EXPORT Department Powerless to Stop the Liquor Trade With United States Windsor, Sept. 16. -- That the Department of National Revenue lis utterly powerless to preveat the {export of liquor from local docks ito the United States, was the ver- {dict given by Hon. William D, Bul- er who came here yesterday to look over the liquor export situation in Essex County for himself. "I have no' authority to stop this business, as sugzested by the Toronto Globe and other critics," the Minister saia. "1 am not a policeman. I am in charge of the collection of national revenue. How is it possible for my depart- ment, as the law now stands, ta make any distinction between li- guor and any other free commodi- ty of international trade? All this liquor is duty-paid "If Parliament were to pass a bill prohibiting the export of l- quor, that would be a different matter. As things stand, however, there is no such law ana the de- partment cannot refuse clearances for liquor shipments any more than it could refuse clearfnces for the shipment of furniture or any other article produced here As a matter of fact, the present Government has gone a long way in co-operating with the provincial authorities in connection with lie quor sales. We have passed leg- islation which has the effect of prohibiting importation of liquor from other countries, and we are always ready to do our hest in as- sisting the Provincial authorities, but there is a limit beyond which we cannot go as the law remains at present.
