On several occa. slons the local night school has been disturbed by unknown per- sons rapping at the class room win~ dows and there are instances where grates have been removed from the basement windows. Trustee A, T, Lawler added that there was no proof that the school children had been guilty of disturbing anyone. The chairman, Dr. H, Bascom, will inform the po- lice that they have a right to tect school property after school hours, Teacher Resign The resignation of Miss Ada Sleep from the teaching staff of the Brock street public school was re- ceived, to take effect from the first of November. The management committee was authorized to ad- vertise for a new teacher and in the meantinie a supply will be en- gaged. The matter of improving the drainage for the high school grounds was explained by 8, Spall, school architect, He pointed out that the drain pipe runs from the southeast corner of the grounds to the northeast corner and there connects with the town drain on Colborne street, The connecting pipe had not been laid at the prop- er angle and further it was found that the town drain was clogged. Steps had been taken to remedy the situation, he claimed, and the town drain was being taken up and eplaced, old Air Rink The question of providing open air rink facilities for the children of the town was also taken up at last night's meeting, Dr, Bascom pointed out that there was little opportunity for local boys and girls to enjoy this splendid winter sport in Whitby unless they paid for the privilege at a rink. He thought some arrangement might be made with the management of the Burne' arena, whereby the rink could be used during afternoons, Trustee Larkin, however, opined that the town should provide am open air rink at the park, Offers Assistance The expense he stated would not be great and the children of the community would be able to engage in skating and hockey without any cost to them, Otherwise there would be no place to go unless to the harbor which is out of the question on account of its distance from the heart of the town. In this connection Trustee Harden pointed out that the Brock street Home and School Club had recent~ ly passed a resolution offering to assist the South Ward ratepayers association in providing an open air rink for the Brock street school, Should a 1k be made at the town park this other would not be nec- essary, The board favored Mr, Larkin's suggestion. and the chairman ex- pressed pleasure when a committee including Trustees Larkin, Harden and Webster was appointed to bring the matter hefore the council, Election Bylaw The secretary, Dr. ©. F, McGil- livray, informed the hoard that it was his opinion that future boards should be elected by the town at large and not by the present system of wards, He did not consider that there was any authority for thep resent system and acting on this suggestion, Trustee King gave notice that he would introduce a bylaw at the next meeting to have the six elective members of the hoard brought into office by vote of the whole municipality. Deputy Reeve Ii, J, Underwood, of Whitby, chairman of county property, {introduced a motion to this effect yesterday afternoon and it was carried but not without considerable discus- sion, Byron Stiver reeve of Scott, pointed out that according to the motion the plans would have to be given approval by the 1939 council and construction would not therefore, be commenced until next Spring, He understood that the inspector of legal offices had hitherto demanded that the work start by the first of January, re Plans Warden Forsyth informed Mr. Stiver that it would be impossible to commence building in January on account of the cold weather, The fact that the council would prepars plans immediately was to his mind sufficient evidence of good faith with the inspector, Upon question raised by John Ross reeve of Scott, Mr, Under- wood explained that the new wing would be built on the south side of the present office and would include an office for the registrar and a wash room, Mr, Ross was not satigfied, however, and hinted that in the next few years the registry office would he too small accord- ing to the present rate of growth at Oshawa, He thought there might he danger of Oshawa bulld- ing its own registry office at some future date and then the county would have heen put to a great deal of expense for nothing, Motion Passes This view was not shared by Mr, Stiver, who declared that the fears of Thorah's reeve were unm- founded, He stated that cities two to three times the size of Oshawa did not have their own registry of- fices, This opinion was apparent- ly held by the majority of the council for Mr, Underwood's mo- tion passed with hardly a dissent- ing voice, Roy Parks, reeve of Brock, gave motion to introduce a hylaw to raise $38,000 by 20-year deben- tures as the county's share for the construction of provincial highways for the year 1027, The bylaw was given its first reading. A. Of this amount $22,807.12 has been spent on road construe tion and $33,449 on maintenance, This was divided between the various townships as follows, Bast Whitby, construction, $935.91; maintenance, $657.45; West Whit- by, construction, $3813.42; main- tenance, $2357.14; Pickering, con- struction, $973.82; maintenance, $5306.07; Uxbridge township, con- struction, $906.16; maintenance, $1972.78; Scott, comstruction, $1351.72; maintenance, $3402.45; Reach; construction, $3780.44; maintenance, $5273.38; Scugog, construction, $6887.28; mainten- ance, $1964.51; Brock, construc- tion, $1740.22; maintenance, $4345.23; Thorah, construction, $446.10; maintenance, $3733.85; Mara, construction; $1708.72; maintenance, $2759.28; Rama, construction, $262.78; mainten- ance, $1676.91, The urban municipalities inelud- ing Whitby, Port Perry and Ux- bridge benefitted to the extent of $6339.84. The village of Port Perry and the town of Uxbridge each were granted $1326.86, ac- cording to bylaws 1061 and 1072 respectively.
