But medical. practice must change --illness is an expensive luxury, costing Canada one billion dollars annually. Dr. Bates suggested a re-rganization along preventive lines, with health departments re- ceiving more than their present grant of seven 'million annually, ROBIN HOOD METHOD Canada's present system of medical practice, he stated, fol- lows the Robin Hood method, with the poor being given treatment by excellent physicians, only at the cost of their self-respect.
