Michell of - McMaster University. The case against proceeding with the development of the St. Lawrence Waterway as a war measure is pre- sented in 'a pamphlet just issued by H. Michell, Professor of Political Economy at McMaster University. Dealing with the cost of the scheme, estimated at $579,273,000, Professor Mitchell says: "Is. that all it is going to cost? - Engincers admit frankly that there are going to be some very dificult problems ahead of them in handling the cnormous volume of water in the river. It will present an undertaking of unparalled magnitude, greater than the Panama canal, in fact the greatest engineering job ever tackled, "Such undertakings invariably cost more than at first supposed. The Chicago drainage canal was estimated to cost $16,000,000, but actually cost $53,000,000. The Panama canal was estimated to cost £160,000,000, it ac- tually cost $375,000,000,"" -° " Pointing out that - Canada - will be obliged to "expend at the very least $144,418,000 -and almost certainly a good dea) more," Prof. Mitchell asks: "Can Canada afford to spend so great a sunt during the next three years? Already her resources are strained to the uttermost in the war effort and we ow 'that further sacrifice on ihe part of her people will be necessary." While agreeing "that if the St. Lawrence development were necessary to the carrying on of the war the country would afford it somehow, the professor cites the evidence of General Robins, in which he stated: "I think, if. vou had plorities in getting all equipment and there were no delays anywhere, you could complete the whole, ifstallation in four years, as- suming we have luck and everything goes all right." The professor. con- tends that Canada cannot afford to take the long view, however desirable it'may be eventually. "The St. Law- rence project," he says "may be bene- ficial to the Dominion in years to come. Five years from now Canada may reap the benefit. But in five years the war will be won or lost." After 'quoting. recent statements of the Ontario Hydro Electric Commis- sion as to the adequacy of available power for present and future war needs;. Prof. Michell ouffifies the pos- sibilities for extending the generating of electric power; as envisaged by ex- perts, as follows: Saguenay 700,000 h.p.} Beauharnois 1,000,000 h.p., Caril- lon Falls 400,000 h.p.; Quince river 160,000 h.p.; Upper Ottawa 600, 000 h.p.; Diversion. of Ogoki and Keno- gami rivers, 120,000 h.p.
