Perry and expressed the appre- ciation of Council for conducting the Devotional ceremonies. Mr. Robt. A. Kenny, thé new member of Council was welcomed to Council and then the Municipal business was proceeded with, after those members present took the Oath of Office. The MINUTES of the Regular Mee- ting of December 19th, 1969 were ad- opted as typed on motion. On Motion Council adjourned until 8.00 p.m. this evening, Carried, MINUTES of Adjourned meeting of Council held in the Municipal Of- fice on January 1, 1960 at 8.00 p.m. PRESENT----Reeve J. J. Gibson in the Chair, Councillors Arthur T. Cox, Irving A. Boyd, and Robert A: Kenny, and Deputy-{Reeve W. T. Har- ris. DEPUTATION--Mr. George Marr appeared before Council re: forgery prevention. Mr. Marr demonstrated his machine for the drawing of che- ques and which was designed for the purpose of preventing forgery. His price for the said machine to- gether with inurance coverage for 2 years and up to $10,000.00 on any one cheque was quoted at $139.60. The Insurance was stated as being with the Canadian Indemnity Company from Winnipeg and it was also ex- plained that after the two years had expired the Insurance could be re- newed at the rate of $21.50 for two years. Council decided to hold this matter over for consideration at next meeting. UNUSED WATERMAIN of Port Perry Packers . was discussed by Council and the following Resolution was passed: That Melville Gerrow and Prince Albert United Church be allowed to contract for water and hook on the 1" line from the main on Simcoe St. to Port Perry Packers provided they obtain the approval of Reach Twp. and agree to maintain the 1" line subject to approval of Reach Twp. and the supervision of Port Perry. Carried. PASSING ACCOUNTS--On motion the statement of accounts. totalling $42,987.47 were authorized for pay- ment. Carried. Om motion BY-LAW No. 1826 -to authorize the borrowing of $50,000.00 from the Canadian Bank: of f Commerce, the seal of the Corporation affixed thereto. On Motion BY-LAW No. 1826 to make various Appointments for the year 1060, was read three times, pas- sed, signed, and the seal of the Cor- poration affixed thereto. MEMO -- Building Inspector for 1960, held over. LETTER from the Ontario Associa- tion of Rural Municipalities Re An- nual Convention at the King Edward Hotel, Toronto, on Feb, 16th and 16th, 1960 and drawing attention to the membership fee of $15.00. On motion the membership fee of $16.00 to the Ontario Association of Rural Municipalities was paid for the year 1960. Carried. LETTER from the Minister of Ag- rictulture dated Jan. 5, 1960 respect- ing increased grants to Community Centres. Filed. LETTER from the Hydro-Electric Power Commission of Ontario Re Pole attachments and easement for poles on the old C.NIR. right-of-way. Jamison - O'Shea- Patterson. Obituary MRS. ISABELLA RICHARDSON On December 23rd, 1969 Mrs. Isa- bella Richardson died in Toronto in her 96th year. Born in Cartwright Township in 1865, she married in 1911, George S. Richardson of North. Portal, Saskat- chewan. After twenty-five years in the West, her husband having died, she returned to Cartwright where she lived for some years with her bro- ther John McLaughlin and his wife in Blackstock. Monday, Jan 11, Port Perry Pee Wees lost one to Oshawa by a score of 6 to 3. Port Perry goals by McMaster with two and one for Stephens. The Oshawa goals by Bovek 2, Reid 1, Lloyd 1 and White 1. Juveniles Port Perry Juveniles trounced Ajax Juvenile Bs here Monday night by a score or 11-1, 1st period--Geer scored, assisted by Carnochan, Tobin assisted by Slack and Toblin again scored assisted by Fralick and Slack. 2nd period--Clark scored assisted by Burnett, and Bur- nett assisted by Menzies, 8rd period--Geer scored unassisted, Clerk scored assisted by Carnochan, Carnochan scored unassisted, and Po- well also scored unassisted. Present: Reeve Anson Gerrow, Councillors Vic- tor Aldred, Clarence Carter, Cecil ¥ Fralick and Glen Hood were present and took the Declaration of Office. Rev. J. Braham conducted the devot- ional period consisting of a Scripture reading followed by a timely address and prayer. A vote of thanks was ex- tended to Mr, Braham. Minutes of the last meeting were read and approved. Correspondence was read: (1) From Ontario Hydro, re Hydro Arrears to be added to the 1960 tax roll, (2) From Department of Health, re- questing the names of the Local Board of Health, (3) The Ontario Good Roads Assoc. re: membership fee. (4) From United Co-Op of Ont. re: bulk buying of 2-4D weed and brush spray, (6) From 'Stanley Flesher, re: in- formation on property for sale on Lake suitable for building a children's sum- mer Camp. Motion by Carter-Hood that a notice be put in the Port Perry Star re the parking of cars on the Township roads while the snowplow is in operation will be at owner's risk. Motion to appoint Mrs. R. Burnham as caretaker of the Township Hall by Fralick-Aldred. By-law 1180 was passed authorizing the borrowing the aggregate amount of $16,000 during the year 1960 By-law No. 1181 to appoint mem- bers to the various boards, cte., was read three times and passed. Joe Dowson to be appointed as Scugog representative to the Port Perry Community Hospital Board. Raymond Fralick be appointed as re- presentative to the Central Ontario County District High School Board. S. Chandler be appointed to the Port Perry Arena Board. Cecil Fralick, Anson Gerrow and Clif- ford Redman were appointed to the Scugog Area Planning Board. Fenceviewers--Gordon Flewell, Angus Wilkinson and Keith Crozier. The Clerk was instructed to write the Ont. Hydro thanking them for the prompt service in nyestoring power following the recent ice storm. Council adjourned to meet again on Saturday, February 6th, at 1 p.m. or at the call of the Reeve. U. Church Choir On Thursday, January 7th the Port Perry. United Church Choir held their annual Installation of officers for the coming year. Mr. Ken Hallett, the past president, thanked the past exe- cutive for their support and co-opera- tion, then called upon the Reverend Mr. Linstead to install the new offi- cers: Past President--Mr. Ken Hallett. President--Mrs. Howard Hall Vicde-Pres.--Mr. Gordon Reesor Secretary--Mrs. Gordon Reesor Press Secretary--Mrs. F. Librarians--Miss Elizabeth St. John, Miss Ilda Linstead. Seagrave W.M.S. The postponed December meeting of the W.M.S. was held at the home of Mrs. Butt on Wednesday, January 6th, 1960. A devotional program dealing with the "New Year" was led by Mrs. Bruce assisted by Mrs. Eagleson. Regular business was transacted. The treasurer reported we had met our allocation and this plus a $10 memorial gift had been sent to the Presbytery treasurer. Mrs. Fishley gave a par- tinl report of amounts of new and used articles sent to W.M.S. and the Fred Victor Million. A complete re- port will be given next month. Mrs. McNeill conducted the election of officers for 1960. The key officers were unchanged: president, Mrs. Bruce; Vice-President, Mrs. Eagleson; Secretary, Mrs. Dowson; Treasurer, Mrs. Clements. Various Committees were also appointed. Mrs. Bruce again took the chair and plans were made for 1960. It was unanimously decided to continue sup- porting a bible student in Formosa. The society will contribute $6.00 per month for this purpose. The W.M.S. will again sent used Christmas cards during January if possible. Excerpts were read of letters from Mrs. Dickson, Formosa; Mrs. Murray Clarke, African Inland Mission and Miss Reesor, of Nigeria. All contained wonderful fine messages. Mrs. Eagleson continued our study of Africa by commenting on conditions in Ghana as outlined in the Dec. Read- ers Digest. She then gave a sketch of Village Life in Africa as described in chapter 3, "African Manhunt." Next meeting will be held January 27th with Mrs. McNeill and Mrs. Hurst in charge. The Annual Provincial Jr. Farmers' Conference was held in the King Ed- ward Hotel on Saturday, January 9th, 1960. The Ontario County Junior Farmers' Choir directed by Mrs, Elsie Dobson, Uxbridge R.R. 3, participated in the choir festival which was non-competa- tive. Dr. Leslie Bell, Director of the famous Leslie Bell Singers, was the adjudicator. Dr. Bell commenting on the five choirs participating, congrat- ulated them on their fine performance and said the choir were doing a splen- did job of training youthful voices in choral singing. He added that a lot of preparation and work was evident in the. choir presentations. The Ontario County Junior Farmer Male Quartet won the male quartet competition. There was five quartets participating. Dr. Leslie Bell, adjud- icator, congratulated the five groups on their barbershop numbers and their fine performance. Dr, Bell advised each quartet to continue singing to- gether as he felt the performances showed great possibilities for the Ontario County Jr. Male Quartette Wins Provincial Competition future. The Ontario County Junior Farmer Male Quartet members were: Ross Risebrough, Uxbridbe No. 1; Hugh Baird, Blackwater No. 2; George Mahaffy, Port Perry; Walter Kerry, Port Perry No. 1. The winner in the Ladies' Trio com- petition was the York County Trio with members Anna Morton, Marilyn Gibney and Bertha Crone. The Waterloo County Entry of Mariam Barry, David Barry, Carol Snyder and David Brubacher won the Mixed Quartet Competition. Mr, C. Laughton Bird, Clarkson, Ontario, ad- judicated the trio and mixed quartet competition. Mr. Bill Boulton, Leeds County, was was the winner in the Public Speaking Competition. There were 22 entries in thisgcompetition. T embers of the Ontario County Junior-Farmer Choir, the Male Quar- tette and Joan Marshall, Public Speak- ing entry, are to be congratulated on their fine performance at the Provin- cial Junior Farmer Conference. Cartwright Council Inaugural Meeting The Inauguration of the 1960 Municipal Council was held on Monday, January 4th at 1 pm. After all the Declaration of Office, Canon Chaper- lin road a most suitable passage of Scripture from the modern revised English Translation. After a prayer for insight and guidance the Reeve, Deputy Reeve, and Councillors, in few words expressed their appreciation to Canon Chaperlin for his words of wisdom and invited him to remain for 80 long as he wished. Canon Chaper- lin said he was pleased to attend this year, and reminisced briefly to his 25 years on the Municipal in Jamaica, and of the corruption that was wide spread before his entry into public life. The minutes of the last 1969 meet- ing were read and a brief discussion about subsidizing new wire fences as referred to in the minutes. On motion of Deputy Reeve Albert Gibson and seconded by Councillor Lawrence Mal- colm the minutes were approved as read. ' The resignation of Richard Wall as School Attendance Officer was read and on motion of Bert Gibson and Lawrence Malcolm, Mr. Fred Hamil- ton be invited to accept the appoint- ment, (When notified, Mr. Hamilton did not wish to accept.) The resigna- tion of Mr. Edward Sues as Assessor for the Township was read and ac- cepted on motion of Councillors Fred Trewin and Merrill VanCamp. It was moved byLawrence Malcolm, seconded by Bert Gibson, that the Clerk call for tenders for the position of Assessor, that the notice be in both papers ask- ing for qualifications, age, experience and salary expected and the closing date to be 12 noon of Monday, Feb. 1, 1960. A short discussion again about Wel- fare Cases and an abortive motion that welfare assistance be cut off to those persons abusing or ignoring the stip- ulations under which they qualified. Two members of the Cartwright Volunteer Fire Brigade presented themselves upon invitation of the Council, Fire Chief Charles Miller, and Sec.-Treasurer Geo. Blythe. There followed a discussion with regards to a direct levy against the taxpayers of this Municipality for fire protection, the present or past year charges hav- ing almost reached 1 mill and a newer, faster fire truck was needed--the old one was too heavily loaded and slow and unsafe; that more 2%" hose was needed, also masks and ultimately a water tanker. The clinching argue- 'ments was when the representatives of the Fire Brigade stated that if they could purchase a good used pumper that would pass specifications required by the Ontario Fire Marshal (for ap- proximately $1600) they would then be able to join up with the Mutual Fire Aid Plan, which was explained as a free exchange of neighbouring equip- ments when necessary. After discus- sing the costs and outlining an agree- ment whereby the Corp. of the Twp. of Cartwright would take over the equipment of the Cartwright Volun- teer Fire Brigade. A motion by Bert Gibson and seconded by Fred Trewin that a charge of $2.60 per each of the Assessments be levied on the 1960 Taxes for Fire Prevention and Protec- tion and of the $3300 that this would raise, approx. one half might be avail- able in July for the purchase of a pumper which must quality to be en- tered under the Mutual Fire Aid Plan, and further that an Agreement be drawn up between the Fire Brigade and the Corporation as aforesaid. A suggestion by the Reeve, which was quickly made a motion by Fred Trewin and seconded by Bert Gibson that the Fire Chief at once upon the receipt of a fire call after starting the Fire Siren, proceed directly by car to the scene of the fire with whatever small equipment, such as a portable extin- guisher they have in their possession, and for the Fire Truck to follow as soon as possible. Also the Fire Chief would have full authority in all cases of fires to which he has been called. A discussion of future locations for the Fire Equipment was left as is for the present until sufficient Volunteer Fire fighters from other parts of the Municipality would warrant a change. Bruce Mountjoy was present with a bill for building a new pair of Basket- ball goals for the Recreation Centre at 139.00. Since the Blackstock High School are the only ones using the equipment, the bill was referred back to the High School if they could get a grant for new sports equipment, if not Council approved the paying of $39.00 as the old equipment had been dam- aged while stored in the Avena for the summer. By-law No. 1047 for borrowing the usual cumulative maximum of $60,000 for the year 1960 was read a first time and passed on motion of Lawrence Malcolm and Merrill VanCamp---a second time and passed on motion of Fred Trewin and Bert Gibson and a third time and ordered signed and sealed by M. VanCamp and IL. Mal- colm. Carried. Dr. J. A. McArthur, Dalton Dorrell and Ivan Mountjoy were re-appointed the Bluckstock High School Area Board for 1960 on Motion of Lawrence Malcolm and Fred Trewin. Carried. Council representatives to the Parks Boards were Hapotnted on motion of I.. Malcolm and F. Trewin -- Reeve Ashton and Merrill VanCamp. Re- presentative to the Port Perry Hospit- al Board--Albert Gibson. The 1960 Rink Committee are Fred Trewin and Merrill VanCamp. The Balarce of the 1959 bills were reviewed approved, and ordered paid. The Treasurer stated that a little more than was estimated was borrow- cd to cover the payment of the 1969 accounts due to a slow down in tax payments. A total of $22,500 against notes. Council adjourned on motion of I. Trewin and Lawrence Malcolm. Brooklin-Pt. Perry Jrs. Withdraw From League Brooklin-Port Perry Juniors have been forced to withdraw from league play through lack of support tinancial- ly and lack of public interest. This leaves Port Perry with best brand of Juvenile hockey anyone could ask to see. So let's all get out in the future and watch the home town kids play hockey.
