A. Kenny, Bruce Beare and Ivan Parkinson. MINUTES -- On Motion the Minutes of regular meeting of March 25th, 1964 and special meeting of March 30th, 1964 were adopted as typed. WATERWORKS MAP-- Completed and up for inspec- tion of Council. Filed. 1963-64 WINTER WORKS Incentive Program -- "There is to be no extension of the Win- ter Works Program this year beyond the 80th of April. If you wish to take advantage of the three remaining weeks in April, an application will re- ceive urgent attention." Council felt that time is run- ning out on the Winter Works Incentive Program but that it might be worth while to try and take advantage of the time remaining in April. ACCOUNT for Decorative Lighting by Port Perry Hydro for months of Dec., Feb. and March--$134.59. Council felt that since they had only agreed to pay for lights for the month of Decem- * ber, that any additional costs should be paid by the Chamber of Comerce and at any rate, to have the account reviewed. RESOLUTION--Moved by R. A. Kenny, seconded by I. W. Parkinson, that George Spencer be hired on the town crew at $1.65 per hour, 44-hour week, one half of O.H.S. and half of P.S.I. to be paid by the Corp- oration, work to commence May 1st and to be allowed to return to the Port Perry Arena ap- proximately 15th Oct., 1964. Carried. MESSRS. Joe & Jan FRAN- SSEN appeared before 'Council and requested that Lorne St., west of Allan, be opened up since they have two or three lots which they would like to build "on. --Council advised the Frans- sen brothers that the road bud- get has already been planned for 1964 and that there will be no money available for the op- . ening of Lorne St. this year. MR. J. A. J.,, KNOX and MR. ~ CHUCK 'CRETCH of the Cana- dian Mitchell Associates Ltd. arranged to meet with Council to discuss several matters in accordance with their letters: , "We anticipate that field staff will be visiting Port Perry with- in the next week to obtain data directly in the field, re Zoning By-law and at that time, we would like to obtain some in- formation from the municipal records." ! A PRINT of the map of the Village of Port Perry for the purpose: of obtaining smaller maps--1" to 400', --~Council approved of hav- ing this print made at a cost of from between $12.00 to $23. and the required number of re- prints at approximately .28c. per copy. ! SEWAGE SYSTEM discussed Mr. Knox, with a revised plan of a sewerage system, reviewed with Council the different pha-. ses of the project, with estim- ates, to cover the most densely populated and badly needed 'section of the Village. In order to summarize his re (1) If the project is under- taken, will it be done as an 0.W.R.C. project? To this, no definite answer was given, but it was felt that Council would be relieved of a lot of respansibility .if done through the O.W.R.C. (2) Should the matter be put to a vote? Members of Council were quite unanimous in saying yes. (3) If the consultants might have permission to write the Central Mortgage & Housing Corp. re financing and grants available. The reply was yes. (4) May the project be dis- cussed with the O.W.R.C. and in this case the approval of Council was given. (5) It was recommended to Council that an option should be obtained on one of the proposed sites for a lagoon. PASSING ACCOUNTS--Re- solution--Moved by R. A. It was moved by Ivan Parkinson, seconded by R. A. Kenny, read three times, pass- ed, signed and the Seal of the Corporation affixed thereto. The above by-law setting the Residential mill rate at 80.00000 mills, the Commercial rate at 88.23113 mills. BY-LAW No. 1394 to amend By-Law No. 1291 to regulate the keeping and control of dogs or animals; the taking up and impoundment; the quarantining and destruction of doge in cer- tain instances and certain other aspects of dog control within the Village of Port Perry. The above by-law was read three times, passed, signed and the Seal of the Corporation af- fixed thereon, By-law No. 1394 provided for a minimum fine of not less than Five Dollars ($56.00) for the first offence and not less than Ten Dollars ($10.00) for the second and each subsequent of- fence.
