The new rules and procedures were finally approved and pass- ed last Friday. They became effective on Monday, June 14th on a temporary basis for the balance of the present Session and for all of the next Session. They will have to be reviewed from time to time and quite likely altered if found to be un- workable in their present form. The Prime Minister has left to attend the Commonwealth Prime Ministers' Conference, which is being held in London, England. Before leaving, he listed a number of picces of Legislation and Resolutions that he hoped would be dealt with prior to a summer recess of Parliament. Some of the matters to be dealt with-- The Act respecting Banks & Banking. This Act will only re- ceive second reading and will then be referred to the Com- Parliament mittee on Banking and Com- merce. The Minister of Finance will have to ask Parliament to extend the effects of the Bank Act, prior to July 1st of this year, in order to permit the banks to operate beyond that date. A resolution to set up a Joint Committee of the Senate and House of Commons, to consider the state of penitentiaries under the control of the Government of Canada. _ The Budget Resolutions will have to be dealt with in order to give effect to the 109% ifi- come tax reductions as of July 1st. These resolutions give ef- fect to all matters referred to in the Budget. The Committees provided under the new regulations will have the Estimates referred to them for their consideration. This will have the effect of ac- celerating these Estimates and at the same time afford a better opportunity for scrutiny of the expenditures of all of the Gov- | come before the House prior to ernment Departments. After they come back to the House of Commons, thirty days are pro- vided for their discussion by members in general terms and on the policies involved in these Estimates, The order paper listing Gov- ernment business contains reso-~ lutions to establish a Science Council of Canada and to change the name of the Re- search Council Act to the for- mal title of the National Re- search Council. A Resolution appears which provides for the introduction of a measure to amend the Fish- eries Improvement Loans Act. The purpose of the amendment is to increase the maximum loan amount to a fisherman from four thousand dollars to ten thousand dollars and to increase the maximum repayment period from eight years.to ten years and also to extend the period during which guaranteed loans may be made for a period of five years from June 30, 1965 to June 30, 1970. There are not many conten- tious Acts or Resolutions to a summer recess, What may be introduced after that period is another matter, If the Speech from the Throne is implemented in full there will be some de- batable matters under discus- sion. Next, it provides for two weeks annual vacation with pay, after one year's service; or 4%, of wages as vacation pay r for those with from 30 days to a year's service. Finally, it stipulates that each employee shall get eight statutory holidays with pay a year-- or get a full day off in lieu of the holiday."
