Allan J. MacEachen, Minister of Labour, announced recently. The program will be implemented in Sudbury, Ont- ario, somewhat earlier because of the need to provide assistance to a number of unemployed who have recently moved into the area. This program, which provides financial assistance for unem- ployed workers who wish to move to other areas where em- ployment is available, is a ma- Jor step forward in removing existing inequalities in job op- portunties, said the Minister, As a major part of the Gov- ernment's total manpower pro- gram, the Manpower Mobility Program is designed to help maintain full employment and ensure that Canada's available manpower resources are used to the fullest effectiveness. Other government programs 'working toward these same ob- jectives include the development and extension of vocational training, including the active 'program for upgrading the edu- cation and skills of the unem- ployed, vocational rehabilitation, incentives for area development, and the annual drive to create more winter employment, "Now all Canadians, where- ver they may live, will be better ; able to fulfill their individual working potential," Mr. MacEa- chen stated. "This program should also be of assistance in reducing those localized labour shortages which can be a seri- ous bottleneck to our economic growth." A 'worker will be eligible for a loan or grant under the pro- gram when: (1) there is little or no chance of his securing a suitable job in his home area or in an area closer to his home than the area to which he is moving; (2) there is suitable employment in the new area for which he will be hired and a shortage of workers qualified for such employment; and (3) there is a good chance of the new job resulting in his perma- nent re-establishment in the new location. The program will move work- ers no further than is necessary to secure suitable employment, The movement of workers and their families under the pro- gram will be co-ordinated with federal and provincial industrial development programs. A worker who is either un- employed or under notice that he will be laid off permanently within 30 days of his applica- tion is eligible for a loan. Workers in each of the follow- ing categories will be eligible for grants: (1) those who have been un- employed for at least four of the six months preceding their date of application. Not covered is the cost of moving automobiles by other forms of transport, trailer, boats, livestock or pets, Workers with dependants will also receive resettlement allow- ances on the basis of $200 each for the worker and his wife and $100 for each other dependant, up to a maximum of $1,000, For workers without depend- ants, loans and grants will not cover the cost of moving house- hold and personal effects. There is a resettlement allowance of not more than $100 for workers in this category who qualify for loans. Those receiving grants will not receive a resettlement allowance, but may apply for a loan to cover resettlement costs, Under normal circumstances a loan will be repaid in not more than 20 monthly instalments, commencing four months after the loan is made. These provi- sions are necessarily flexible to avoid creating hardship. Inter- est on loans will be at the rate of five and three-quarters per cent per annum. If a worker who has obtained a loan or grant has to take a medical examination as a con- dition of his new employment, an additional grant may be made to cover the cost of the examination, There is a retroactive provi- sion for workers who moved, on their own initiatve, to assume employment before this pro- gram came into effect. They will be eligible for a loan or grant if it is found that, at the time they were unemployed, they met the provisions of the program, and if they make ap- plication within three months of the date of their arrival at the place to which they moved. This also applies to those who move on their own initiative after the program takes effect.
