After the sale of articlés a lunch and social hour was enjoyed by all, PORT PERRY STAR -- Thursday, Dec. 111969 ~ 19 Regional Seminar Held For Area County Members Approximately 70 repres- entatives of municipal govern- ments and corporations in the Peel - Halton - York - Ontario Counties region attended a day long seminar and work- shop conducted by the Central Ontario Regional Development Council at Bay- view Secondary School, Rich- mond Hill, November 22. Participating in a panel discussion during the morn- ing session were Dr. R.S. Thoman, Director of the Regional Development Branch for the Province of Ontario; Professor N. Pearson, Chair- man, Centre for Resources Development, University of Guelph; Donald Paterson of Paterson Planning and Re- search Limited who is partici- pating in the Oshawa area study; and CORDC President Brian Bailey. Dr. Thoman gave an out- line of the stages in the process of the regional development program in Ontario. Complet- ion of the program could take only another three or four months. In discussing regional relat- ionships, Professor Pearsons stated that the CORDC area is the key area in Ontario, and possibly in Canada. Stressing the need for planned develop- ment he -noted that you rarely get a chance to re-do urbanization. "We must under- stand the forces of urban development and harness its forces of growth," he said. "We ' must recognize that changes are going to occur, and use the structuring powers of government to harnessthese vital forces of growth." At the same time, Mr. Pearson urged that the role of both CORDC and the government was to "throw out ideas, get feedback and keep on doing it." Those who speak of reg- ional development in terms of "City State' are using 19th century thinking to deal with 20th century problems, warned Mr. Paterson in discussing economic, political and social patterns. Even the thinking of 15 years ago is now out of date, he said, and it is necessary to think beyond the city, beyond the metro- polis, beyond even the Osh- awa-Toronto-Hamilton comp- lex. The scale of the new region is a basic problem and all possibilities must be con- sidered. Should the regions be urban? Should rural areas be united with urban or separ- -ate, were other questions to be answered. "If rural and urban areas united, there will be difficulties to overcome,' Mr. Paterson warned. 'People with different views will be brought together and representation p RESIDENTIAL PROPERTY TAX REDUCTIONS FOR 1969 enants in apartment A Special Notice to Tenantsand Landlords If a tenant is in arrears, tenants -wh buildings should re- ceive a little extra money this month under the Ontario Government's property tas reduction system. The system eases the burden of municipal and school taxes on home- owners and tenants. In effect, the Province is pay- ing part of the property taxes for each eligible house and apartment. Tenants should receive deducted from such ar- rears. However, the reduc- tion must not be withheld because of damages ar losses. You should receive your reduction from your pres- ent landlord on or before December 31, 1969. If you moved out of an apartment during the year and have not yet received their reductions on or be- fore December 31. Many tenants who vacated premises earlier in the year will have already received their reductions. Here is what should happen: IF YOU ARE A LANDLORD... You must pay 9 full reduction to 0 have occupied your premises throughout 1969. Pay- ment must be made on or before December 31, 1969. A tenant who moved in during the year and is still occupying your premises must receive one-twelfth of the total reduction for each month of tenancy. It must be paid on or before December 31. A tenant who moved out during the year must receive a similarly pro- poriionate amount within 30 days of "the date he terminated his tenancy or on December 31, whichever is . your share of the reduc- tion, you should contact your former landlord immediately to make sure he knows where to send your pay- ment. . oo. . Tenants in apartment buildings such as duplexes and highrises are usually eligible for the tax reduc- tion. Tenants of flats or basement ppariments in houses may not qual-. iy because the Planjsss they rent are not separately assessed. For example, roomers are not eligible.
