te | Cuts school construction The Provincial Govern. ment will substantially re duce the amount of money available for school con- struction, Education Min- ister Thomas Wells said last week. He 'made the announce- ment when he tabled in the Legislature the Interim Re- port No. 2 of the Committee Dairy farmers (continued) August 1972. Even more disturbing is that many of these costs are continuing to climb. Added to this, dairy far- mers have had to cope with some of the worst weather conditions in years. The poor quality of the winter feed reduces the milk yield, and to keep the public supplied farmers are forced to buy more of the expensive grain supplements and so are caught in a vicious circle that' drives their costs still higher. Because of these circum- stances, Mr. McLaughlin explained, dairy farmers had hoped for something better than the 35 cents decided upon by the Com- mission. "After all" he added, '"The dairy farmer, just like any other consumer, is faced with the falling value of the dollar and is entitled to protect his in- come. He is also required to make a large capital in- vestment in his farm and the price for his milk must be set at a realistic level ' which will encourage him to stay in the business." Mr. McLaughlin concluded by pointing out that "milk represents one of the best buys available to the con- sumer today, and whether ' considered in terms of its rich protein, its essential vitamins or its mineral nutrients it remains a nut- ritional bargain." FRESH SLICED on the Costs of Education. In tabling the Report, Mr. Wells said the Mirdistry of Education is already moving in the direction suggested by many of" the Report' s 22 recommendations," he said that for the past two years the Ministry "has been reviewing with particular care' every school building proposal which has been submitted, The Report recommended that the amount of money available for school con- struction be reduced from $159 million a year to $50 million. However, Mr. Wells said that although there is to be a substantial reduction in the amount of money avail- able for school construction, he doubted if it would be as severe as that recommended in the Committee Report. Mr. Wells said that enough money will be allotted to ensure that essential new school requirements are met. The Report also included a recommendation that public and separate school boards jointly plan their accommo- dations needs, a move which Mr. Wells announced as new Ministry policy two weeks ago. The Report also recom- mended that the Ministry establish minimum stand- ards for the size of school sites and that, wherever possible, school sites be developed jointly with other municipal agencies to insure that they best meet all the needs of the area they serve. Other recommendations were: that 100 per cent of actual construction cost be eligible for provincial grant rather than the present 90 per cent; that no portion of - the capital cost of swimming pools or other similar facil- ities constructed under agreement with municipal authorities be borne by a school board and that the Ministry of Education pay 100 per cent of the annual repayment of principal and Cooked Ham = $1 39 SILVERWOODS BUTTER | Weiners Ib. Mr. Wells said that some- of the recommendations will re- quire further analysis in order to 'assess their feasibility and ramifica- tions.
