PORT PERRY STAR -- Wednesday, March 14,1973 -- 13 ministry of agriculture Reach Township council would like our new area to be known as the Town of Scugog, and be administered by anine member council, seven elected from a ward system and two elected at large. Council decided to make these and other- recommendations in a brief it may present to the provincial government regarding regionalization. If met at a special meeting which had been called specifically to discuss the recommendations last Monday. Monday's recommendat- ions will be rewritten in the form of a brief, by the clerk, and then brought back to council for final approval. The suggestion of a ward system provoked contro- very, but council decided to go along with it because it had been recommended by both Port Perry council and by the area ratepayers association. Reach's recom- mendation that a part of Mariposa Township which lies south of the Nonquon River be included in our area was also supported by Port Perry council and the ratepayers group. Reach council wants regionalization to be delayed until details about the new city of Cedarwood, which is planned for the area near the proposed Pickering airport, are disclosed and it does not want people to have to pay for services they do not get. On all the fact sheets provided by Queens Park to explain regionalism spaces for statistics about area 9" (Cedarwood) are left blank. Rumours place the eventual population of Cedarwood as high a quarter of a million, and some councillors fear that if representation on regional council according to population the new city would dominate the entire region. (705) 357-3270 3--Mar.28 I Oshawa, Ontario explaination papers indicate that the cost of water, sewers and regional police force will be charged to all taxpayers, whether they are able to use the service or not. Councillor Neil Hunter was emphatic on the subject. Only users pay," he insisted. Council agreed, and a recommendation to that effect will go into the brief. The province has sugested that responsibility for public water supplies be given to the region. Reach wants local areas to retain control of water. Council also objected to a provincial plan to make the work of committee's of adjustments and planning boards strictly regional responsibilities. It wants local boards or committees set up to pass recommenda- tions along to council. Reach Township supports a Port Perry suggestion that summer residents be inclu- ded in population figures for grant purposes. At the moment summer cottagers can vee in the area, and council must provide them with services. However, when Queens Park figures out its annual grant to municipalities based on population it does not include summer residents because the cottages are not per- manent homes. The Reach brief will welcome Thorah, Brock, Cannington, and Beaverton into the region. It will ask that Scott be included in the Uxbridge area, and that Port Hope and Cobourg be included in the region. Reach Township would like to have the county building in Whitby used as regional offices.
