. a Ra S---- 3A Ratepayers oppose region The Cartwright, Port Perry, Reach, and Scugog Ratepayers' Association ex- pressed concern about taxes and representation under regional government at a meeting in Manchester Thursday. The group, formed within the last month, drew up a constitution and formulated a brief on regional govern- ment, which after con- sultation with the four .muncipalities will be sub- mitted to Queen's Park. The members of the association discussed the rural way of life and expressed concern about regional government upsett- ing the social balance of the communities involved. y Many expressed fears that the rural tax base, once linked with the industrial lakefront corridor, would go up. They deplored the lack of communjcations on taxation from the government at Queen's Park, a member stated. Bill Ferguson, a member from Cartwright presented a philosophy of democracy' in which he moved that Scugog 4rhave two representatives on the local council instead of one, so there would be equal representation from all four municipalities. This would create a 10-man council including the mayor and regional- representative, most of whom would be working part time, he said. The Association decided to send the following brief to Queens Park. History has proven that increased industrialization and urbanization necessi- tates vastly increased taxa- tion and social costs. The association of rural communities with urban communities is neither socially nor" financially desirable. Whereas the need for the re-organization of the county system is apparent, and the need for more extensive land-use planning is long overdue, we feel that the [inclusion of our area (Region No. 8 Cartwright; Port Perry, each and Scugog Twps.) with the Oshawa area would be detrimental to the interests of this region. 1. That the local council be composed of ten (10) members, to include the Mayor, the Regional Repre- sentative, and two (2) representatives from each 'muncipality (Township of Cartwright, Village of Port Perry and the Townships of Reach and Scugog; and that the Mayor and the Regional Representative be elected at large from the region. 2. That we support the idea of the election by the ward system in the aforemen- tioned four (4) muncipal- ities. 3. That we support the proposal of the Reeve and Council of Port Perry that the Nonquon River be the new boundary between the Townships of Mariposa and Reach. 4. That we deplore the lack of advanced information on proposed increased taxation costs for this region. 5. That we object most strongly to b ecoming a part of a region designed to subsidize the industrial growth in the City of Oshawa. When Deputy Reeve Armour McMillan told this story at the last regular meeting of Reach Township council it drew appreciative laughter from his colleagues who were engaged in vigorous criticism of the Ontario Municipal Board in general and the planning department in particular. It seems that a plan submitted by council last year, and approved, has now been sent back for another approval on the grounds that an election last December changed some of the faces on council. A new election next October could result in the same thing all over again. Also. the townships official plan has been sent back for redrafting. Reach had pro- jected its plan over 20 years, "but = Queens Park has changed the rules so it has to b e redrawn to project only 5 years. Buck passing" complained Reach council.
