Norm Cafik was quoted as suggesting that Conser- vatives in his own riding were responsible for hurting his campaign by the revela- tions of his serious personal financial problems. Not so. The riding Conservative organization has been well aware of Mr. Cafik's pridica- ment for more than a year now. The PC candidate in the last federal election, Frank McGee, being a gentleman,, did not choose to engage in mud slinging. Nor would the riding PC organization have had any reason to become involved with the recent Liberal leadership affair. It would be well 1t Mr. Cafik would take responsib- ility for skeletons in his own closet. Ontario's - Environment Minister ~~ McKeough is spending $300,000,00 to tell us how to save:energy while Ontario Hydro is giving a bonus for burning more power. Millions of Ontario residents last week received the news that Hydro was going up from 7% per cent in urban areas to 10 per cent in rural areas. The rate in- crease for High Density lo- cations (int. occupancy) residences go up to a whopp- ing 9 cent a kilowatt hour; the first 600 kwh at $54.00 with a minimum charge of $54.00 if you even don't turn on a light. After the second 600 kwh at only 3.6 cents you get the real bargain base- ment price of only 1.5 cent for the next 9000 kwh. (Burn 10,200 kwh and get a bonus while the people who save energy pay up to 600 per cent more.) 'The preferred power users --'the all electric custom- ers and for customers with an approved metered water heater has an additional block of 500 kwh at 1.2 cents after the first block of: 250 kwh at the preferred rate of only 4.15¢ per kwh." (direct - quote from increase monthly rates from Hydro due Jan 1, 1974). It also states that metered electric heat cus- tomers only will be at 1.42 cents per khw. . While Ontarians are told on one hand to turn down the heat, save energy by the Minister of the Environ- ment, Ontario Hydro in effect says the more you burn the cheaper it is . . .in some cases up to 600 per cent cheaper. The two conflicting policies are just another example of bureaucratic bungling and the continuing waste of our national resources. To give a local example two township homes: using the same amount of power (both 750 kwh) one pays only $16.38 while the other pays almost 4 times MORE or $59.40 for the same amount * of power.
