Scugog Conservation Authority Despite a Provincial government spokesman's claim that the meeting called by the Ministry of Natural Resources to discuss establishing a conservation authority. for the Scugog watershed would not attempt to do a sales job the Gov- ernment salesmen were there complete with coloured slides and elaborate sales brochures. The meeting at the Ontario Government Building in Lindsay. January 17, .allracked more than 100 people, including 5 Scugog councillors and representa- tives from Uxbridge and Brock. Most Durham repre- sentatives appeared unim- pressed. Mayor Lawrence Malcolm asked at one point for both the arguments in favour of - having a conservation authority with boundaries as proposed, and the arguments against. All the Mayor seemed to get were the argu- ments in favour. Norman Lyons, the former Reeve of Scott Township who now represents Uxbridge on the South Lake Simcoe Conservation Authority, could not think of anything good to say about conserva- tion authorities. "We are building recreation areas for Metro Toronto," Mr. Lyons said. Armour McMillan, the former Deputy reeve of Reach and Scugog's repre- sentative on the Central Lake Ontario Conservation Authority, "expressed the opinion that authorities can do good work, but challenged some of the costs. Accord- ing to Mr. McMillan as soon as word gets around that an authority is interested in an area the price of land goes up and the taxpayers end up paving more than they should have to for property. Conservation authorities have the right to expropriate land. Government spokesmen explained that authorities usually obtain land for flood control, or to check errosion of river banks. However, once the property is owned the problem fixed the question arises about public access to the {and taxes have paid for. In this way, said the spokesmen, authorities get into the park business. Mayor Malcolm pointed out that if Scugog is set up there will be five authorities which are partly in the Region of Durham. The region would support all five through property taxes, but would not have control over any of them. "If this was set up to divide and conquer, it couldn't do it better," said the Mayor. Mayor Malcolm was argu- ing for consideration of making Conservation Authority boundaries the same as Regional bound- aries. His arguments were supported by Brock Mayor Alan McPhail. Mayor McPhail reminded the meeting that appointments to authorities are a regional responsibility. "The way this is set up Regional Council could appoint all its repre- sentatives from among the residents of Brock and Port Perry would have no repre- sentation at all, but would still have to pay," said the Brock Mayor. Mayor Malcolm reported one case of a Cartwright resident testing water near the residents home and find- ing it fit to drink. A Lindsay resident countered that a test he had done showed that the water in the Scugog River was not even fit to wash his hands in. "That is because - the Town of Lindsay was pumping raw sewage into the river last summer," yelled a member of the audience," it has nothing to do with Port Perry." Port Perry's sewage dispo- sal system is owned and operated by the Ontario Government's Ministry of The Environment. "I don't believe there is anything wrong with the water in Lake Scugog," said Mayor Malcolm. "If there is I'd like to hear about it." We trust she will soon be completely recove- red. Mr. Max Stichmann has been under the weather lately and made several trips to Toronto to have tests and learn the cause. Sympathy is extended to Mr. Wm. Middleton and his family in Friday's bereave- ment of his brother, Fred, a former resident of Prince Albert. Black Creek Pioneer Village provides a history learning opportunity and recreation in this conservation area operated by the Metropolitan Toronto Conservation Authority. M.T.C.A. is one of four authorities which the Region of Durham contributes tax dollars to. A fifth authority, the Lake Scugog Conservation Authority, is being proposed. Local politicians question the cost of developing conservation authority parks here.
