Robert Welch, who heads the new Ministry of Culture and Recreation, told- the Legislature a lottery corpor- ation will be established as a Crown 'agency to run the lottery. "The net proceeds," he said, "will be used by the government to support pro- grams for physical fitness, sports, recreation and cul- ture in Ontario. The corpor- ation will determine the price of tickets, sales arrangements, size of the' prizes and frequency of the draws." "On the basis of experi- ence elsewhere we expect that sales could reach $100 million within - the next couple of years. After the return of about 40 per cent of that in prizes and the pay- ment of operational expen- "ses and sales commissions of about 20 per cent, we expect between. $40 million and $50 million to be available for physical fitness, sports, re- creation and cultural programs. "We would not want our lottery to, adversely affect INDUSTRIAL and COMMERCIAL RUBBISH and WASTE REMOVAL i 57 a HH EEE Sofi EE teeta dt 'the sales of Olympic Lottery tickets in Ontario. We have had extensive discussions about this with Olympic Lot- tery officials and we have been encouraged by them to "move ahead with out plans for the Ontario Lottery."
