Speaking to just under 200 members of the Ontario County Beef Improvement Association in Sunderland last week, Mr. Mills outlined a world situation that showed little immediate relief for hard-pressed cattle producers. Forcasts a year ago that the cattle business wouldn't be able to meet the demand for beef for at least 10 years, he said, would have been wrong had the prediction been for only 10 months. Everyone in the world is getting into the cattle busi- ness creating a massive world-wide numbers problems. Governments believed the optimistic predictions, he said, and encouraged cattle production. But a dramatic drop in the demand for beef due to an oil hike, balance of payments situation in most industrial countries has turned the situation around. Despite the fact that the demand has dropped off, the momentum has continued, and the numbers of cattle are still increasing in many countries, from South America to Australia. Only the Soviet Union, he said, is still buying large amounts of beef on the world market, but not at very attractive prices. The situation in the United States, he said, is serious as welll. He said that although their "Numbers problem' is serious, however, it is not as serious as our own. With fewer government programs to protect the cattlemen in the U.S., American cattle- men felt the problem more sharply, and reacted more rapidly. Canada, on the other hand, faces a much more serious numbers problem. 'Even if we kill a lot more this year than last," he said, "we will still have more next year than this year."
