" Mr. Gordon Stuttaford is Region approves Official Plan Despite efforts and threats by some members of Dur- ham Region council, the first official plan for the region was approved with a re- sounding 23 to three vote last week, ending four full days of planning board and special council meetings on the plan. Casting negative votes were Newcastle Councillors Ivan Hobbs and Ken Lyall, and John Howden (Oshawa). Four councillors were ab- sent during the vote. As late as Wednesday morning, the fate of the official plan was in jeopardy when regional councillor and Whitby Mayor Jim Gart- shore told the planning and development committee his "council would try to block approval of the plan. The mayor's concern was the loss of local automony under the language of this planning document. Oshawa representatives voiced the same concerns during earlier planning board meetings. The official plan is a land "use document that will guide the region on planning matters to the year 2000. After hearing delegations Wednesday, council endorsed about 20 modifica- tions to the plan that had been thrashed out the night before by Coun. Garshore, Whitby's solicitor, and members of the planning and development staff. Coun. Gartshore said following approval of the plan these modifications returned' much of the jurisdiction back to the local municipality. Coun. Jim Potticary also pointed out these modifica- tions helped sway him from a negative to a positive vote. When the official plan was adopted and the three read- ings to the bylaw completed, members of the planning staff under the guidance of Dr. Mofeed Michael received applause from council to show appreciation of the 21% years of work that went into the plan. Both councillors. pleaded for council to designate this area industrial. Their pleas fell on deaf ears. The only other change in 'the Newcastle planning area was to designate a parcel of land on the Oshawa townline south of Bloor Street as residential. It was resident- ial on the original plan, but council had voted to change that designation to perman- ent agriculture last week. The plan will now be passed on to the province for its approval before it be- comes planning law in Dur- ham.
