Carbonated Soft Drinks: New regulations for containers A new regulation announc- ed today by Ontario Environ-, ment Minister George A. Kerr will ensure province- wide /availability and use of carbonated soft drinks in refillable containers and re- duce undesirable environ- mental effects of non-refill- able containers. The regulation under The Environmental Protection Act requires the display and sale of refillable bottles wherever soft drinks are sold and establishes a mandatory deposit and cash refund on all refillable soft drink con- tainers. It also bans soft drink and beer cans with detachable pull-tab openers. "These regulatory mea- sures will result in a pro- gressive reduction in L.e quantity of throwaway containers which add materially to our solid waste load," Mr. Kerr said. '""The controls are being phased in over a reasonable time to avoid confusing the consum- er in the market place, to minimize economic and employment loss in the industry and to avoid dis- ruption to the soft drink dis- tribution system. "The regulation is the first phase of the new attack on waste caused by the prolifer- ation of throwaways. Other measures as required and as recommended by the Waste Management Advisory Board will be introduced if needed. Effective October 1, 1976, the regulation will require retail vendors to accept the return of clean, intact refill- able bottles up to a limit of 48 per person per day and to refund in cash a minimum mandatory deposit of 10 cents on individual size bottles and 20 cents on family sizes. Retailers must also display a public notice, provided by the Ministry of the Environment outlining the deposit refund system. Where prices are advertis- ed or displayed, the content price and refundable deposit on refillable bottles must be shown clearly and separate- ly. Effective March 1, 1977, soft drink cans with detach- able openers will be banned "OBITUARY Arthur Franklin Taylor Arthur Franklin Taylor of RR 1, Port Perry passed away August 20, 1976 due to a stroke. Distributors and retailers will be allowed a reasonable time to clear existing stocks. Effective April 1, 1977, a retailer may not offer non- refillables unless he also offers the same sizes, flavors and brands in refillable containers. Effective April 1, 1977, aon-refillable soft drink con- tainers smaller than 480 mill- iliters (17 ounces) will be prohibited on licenced premises. This, in effect, requires bars and taverns to seive soft drinks in either refillable = containers or carafes for mixed drinks and eliminates the throwaway split common in premises selling alcoholic beverages. Effective April 1, 1978, only five sizes of refillable carbonated soft drink: con- tainers will be manufactured in Ontario -- 200 milliliters (ml) for use on licenced premises only, 300 ml, 750 ml, 1 liter and 1.5 liters -- roughly equivalent to 7 ozs. 10.5 ounces, 26.5 ounces, 35.5 ounces and 53.5 ounces.
