If there was good reason for such lapsing to occur, the OMB was confident the ministry would willingly explain the reasons. No such reasons were forth- coming in the evidence. In the event that the applicant considers the ministry is arbitrarily or unjustifiably refusing to extend the draft approval, the applicant may wish to consider a remedy through --the planning act, the OMB noted.
