It may seem a simple job, and it is, providing it is done correctly. Here are a few simple tips that will make the job easy and more effective. The first thing is to exam- ine the attic carefully. Not just around the trap door but into the far reaches and corners. For this a good light with a long extension is required - and it should be a bulb that is protected. No need to take chances with a broken bulb giving you a jolt or perhaps, even starting a fire. Some insul- ating materials are combus- * tible, in whole or in part. Now that you can really see what you are doing, make sure you have a sub- stantial board to stand on. It can be expensive if a slip causes a foot to go through the ceiling below. Check the thickness of the existing insulation. Is it up to the top of the joists? It should be. Does it cover the entire area? If it doesn't, your ceiling is leaking heat. Gaps and thin insulation allow heat to escape, and with the spiralling cost of fuel that can be expensive. Pour it higher than the joists, then level the vermiculite by drawing a light eight board across them. Do the whole job, or only a section at a time when you have the money and the ambition. Fuel bills have a way of stimulating the homeowner to finish the job once it is started. Many people want even more insulation that will fit between the joists. Not a bad idea in face of continu- ally rising costs. In fact, it is recommended. The best way to have even more insulation, once the base has been prepared, is to lay friction bat insulation (with no vapour barrier) across the joists making sure they are pushed tightly together. Don't work yourself into a ~ corner, work from the peri: meter of the attic towards the access opening. The advantages of using batts for extra insulation is that they can be lifted and re- placed if it is necessary to go up there again. A fill insulation hides the joist tops that you may have to walk on some day. CAUTIONS 1. If you have a new home with loose fibre insulation, let it settle first before rein- sulating. It may take six months or a year, but it is worth the wait. 2. If your existing insula- tion is cellulose, it may contain corrosive chemicals which are added to reduce the fire hazard. It is best to scrape cellulose insulation away from electrical outlet boxes, metal nailing plates on trusses, etc. Inspect them first to see if any damage has started before refilling with vermiculite. Region cuts departments spending It is going .to take a lot of financial juggling to keep tax increases in: Durham Region below the five per- cent limit pledged by the regional council for 1978. All regional departments, except social services will be asked to keep spending increases to three per cent, while social services will be allowed a nine per cent hike . in the 1978 budget because of more demand for welfare services. If these i can be maintained, about $1 million will not have to be collected through the Region's tax levy. However, the penny. pinch- ing is going to create some . hardships, as it is estimated that just to maintain exist- : ing programs would require - an increase of about 16 per cent, This severe belt-tightening at the municipal level is a result of restrictions an- nounced last week on the increase in the provincial grants to local governments across the province. The limit, announced by Treasurer Darcy McKeough is for a 6.3 per cent increase in the unconditional grants from the province. If local municipalities are to hold the line on general tax in- creases, a cutback or a freeze on services will be necessary. ind Nervi <u Not all cellulose insulation is corrosive, but it is wise to examine these areas. Ver: miculite-is non-corrosive and a non-conductor of electricity. 3. Don't pack vermiculite down. Compressing it re- duces its effectiveness. It is at its best density when you buy it and it won't settle. 4. The friction fit batts won't compress or settle but do push them tightly to- gether side by side and end to end to eliminate holes through which heat can escape. : 5. Don't try to insulate during the hottest days of summer, It gets like a sauna in attics and the heat will exhaust you. Spring How to -_ your attic and Fall are the best times of the year to insulate, If ~you must do the job in-the- - summer, do it in the early morning hours before the sun has done its work on your roof, or pick a cool day. Having done the job your- self you will know it was done right. You will enjoy the comfort of a well insula- ted home both in summer when it keeps heat out, and winter when it keeps heat in. And year after year thereafter, you will know you are_saving the maxi- « mum possible fuel as the price continues to rise. There is still some consola- tion to be had_in this world of rising prices. Home insulation' program office The Canadian Home Insula- tion Program has opened an office in Montreal to handle enquiries and applications from Canadians across the country. The program is designed to encourage Canadians to up- grade the insulation of their homes, with the potential funds required possibly run- ning as high as $1.4 billion. The main feature of the program is an income tax- able grant of two-thirds of the cost of the purchased CMCH-approved insulating materials, to a maximum of $350 per unit. Units initially eligible will be those built prior to 1921 in New Brunswick, Quebec, Ontario, Manitoba and Sask- atchewan; and those built prior to 1941 in Newfound- land, -Alberta, British Columbia, the Yukon and Northwest Territories. The qualifying year will be progressively advanced so: that by 1984 all units con- structed prior to September 1, 1977 will be eligible for the grant. Units constructed after this date will: not be eligible, as they should be built to higher insulation standards.
