Doug Plitz, project man- -ager of the construction com-. pany, and Fred Olsen, owner of the land in question pre- sented council Monday night with a petition which sug- gested that of 26 home- owners contacted in Utica, 17 are in favour of the proposed 19-unit development. And Mr. Plitz told council that many of the people contacted in the community believed that new development would not have any adverse effects on the existing ground water supplies. Prior to making the final decision, council heard from John Croxall, a Utica resid- ent who has opposed the development. Mr. Croxall MAAS AL CARN La or : . He pointed out that at a July 22 public meeting in Utica, the majority of citizens of Utica present who objected to the development had done so out of concern for the water supplies and possible con- tamination of existing wells. At that July 22 meeting, planners with the Durham Region suggested that the Utica district plan restrict growth in the northwest land area to four new units. Toreach the decision Mon- day night, Scugog council first had to approve the original proposal to allow the four units. Then an amend- ment was passed which would include the land area of the proposed develop- ment. A second amend- ment, which would have allowed 12 new units was defeated when Mayor Law- rence Malcolm broke a tie vote. Another amendment proposed by councillor Don Crosier, which would have allowed five new units, received no support from council. An amendment by councillor Jerry Taylor to allow ten new its finally s received council's approval. The main fear among councillors in allowing the full development of 19 new units appeared to stem from an apparent contradiction over whether the land is * suitable to support well and septic systems for these houses. An original report from the Durham Region planning department sug- gested that the land was not suitable for this much development. However, to support their arguments for the development, Jacobsen Construction hired an inde- pendent consultant this summer to undertake exten- - sive soil test analysis. The results of these tests would appear to indicate that one area of the parcel would present no problems for septic systems, another area is just slightly less adequate for septic systems, and a third area would require that raised "bed' be constructed on any building lots.
