But it was just recently, July 12, to be exact, that they met for the first time. w. The two ladies were young school-girls; barely into their teens, when they started to correspond as pen pals in 1937. Mrs. Vansichler lived in Oshawa at the time, and Mme. Charton in a small village in central France. They kept up the cor- respondence over the past ~ for the first ti four decades, writing half a dozen letters each year, keeping track of each other's lives. . The emotional first meet- ing came two weeks ago at Toronto International Air- port when Mme. Charton - arrived in; Canada for a . three-week 'visit with her long-time pen pal. ; v "'She was still trying to get her luggage with 350 other passengers when I saw her e," recalls Mrs. Vansichler.® "I held up one of her letter, a picture, 'No compensation < for damage says egional council After a lengthy debate July 26, Durham Region council voted against paying compensation to a group of Oshawa property owners whose water lines were . damaged when the Region boosted the pressure in the system earlier this summer. "could happen later on in Port - Perry." , However, he said he was more concerned about the long-term implications of such a decision, which could result in .numerous' claims for damage on private pro- perty. © 3) Mayor Malcolm said that if the Region decided to pay these claims the money would have to come from water system revenues which would boost the rates higher than they are now. . ~The fear that the policy could set a costly precedent for the Region was the one echoed most frequently by councillors opposed to the motion. : The motion was introduced Oshawa councillor Allan Pilkey and two weeks ago b "concerns damage claims by 10 property ownefs in the Mary Street area of the city. Durham Region recently "twinned" the Oshawa and ~ Whitby water systems, and the resulting increase in pressure caused broken lines on the properties. Councillor Pilkey was sup- ported in his arguments by-- fellow members from Osh- . awa, including Mayor Jim Potticary, who said during debate that the Oshawa system was just fine until Regional government came along. Had the motion received council approval, the Re- gion's share of the costs for the repairs would have amounted to about $1500, and councillor Pilkey suggested that it was a small amount for something that could help improve the image of Dur- ham Region in the eyes of the public. After referring to a Re- gional by-law passed earlier this year which. states that Durham is not liable for damages on private proper- ty, councillor Pilkey at one point suggested that the Région knew beforehand that a boost in the pressure would create this problem. "The changing of the by- law makes the' Region look guilty as hell," he charged. While members of council from Oshawa voted in favour " of the motion to compensate, - the final recorded vote was and called out her name. She knew who I was." For Mme. Charton, not only was this the first visit to Canada, it was the first time she had ever been in an airplane. And while she has a pretty good knowledge of English grammar and voca- bulary, she had never had. the opportunity to speak English or hear it spoken in the small rural village of St. Leger where she makes her home. hy Any apprehensions she may have had about getting on a plane, travelling several thousand miles to a strange land and visiting a woman she had never met, soon vanished, as Mme. Charton told the Star in a brief interview last week that she she says she cannot quite understand that Lake Scugog is completely frozen over with ice and snow for: several months of the year, and people get around on snowmobiles. Their correspondence was interrupted during the war years -and occupation of France, and Mrs. Vansichler . says she stopped writing when one of her letters came back unopened. She often ~ wondered whether Mme. Charton would survive the war, and was delighted when a letter arrived from France after the liberation. - An intelligent, curious woman, Mme. Charton is not reluctant in the least to speak English, and her pro- ficiency in the language is thoroughly enjoyed herself . improving all the time. in Canada. She had been expecting the weather to be quite cold here, and to her surprise has found the recent heat wave a little uncomfortable. Snow and extremely cold tempera- tures are rare in the part 'France famous for fine wines, and no doubt when she returns to her class later this summer, she'll have. some stories to tell her stu-. dents about the Canada.
