Luxury housing proposal gets council nod A proposal by Ridgeland Holdings of Oshawa for an & 18-hole championship golf course, and an estate-type subdivision of exclusive homes in the $150,000 price range was reviewed by council Monday night, and 'Market value (From Page 1) Once council gets the results of the initial study and then makes the decision to continue with the market value assessment program, Mr. Simpson said that the Ministry of Revenue will hold public meetings to 8 explain the system to proper- ty owners. some members indicated they are in favour in prin- ciple of the development. Tom McBroom, a planner and golf course designer presented council with an up-dated version of the pro- posed development planned However, these meetings will be held after property owners get their assessment notices for the 1980 tax year using the new process and after the municipality has heen locked into the system. Ward 4 councillor John Wolters wondered why the public meetings would not be scheduled prior to the munic- ipality being locked in to the Durham study hiring policy Durham Region council has asked the business manager of Local 597 of the International Labourers " Union to produce documen- ted evidence showing that workers in Durham are being denied construction jobs on Regional Works projects. Bill Fairservice of Union Local 597 made the charge at the regular meeting of Regional council April 4, stating that contractors are hiring labourers from Toron- to, rather than those living in Durham Region. Noting that Durham ® Region has let about $3 Freeze (From Page 1) 8 month to deal exclusively with these matters. The resolution passed April 2 says that until further notice all further planning meetings will be devoted to reviews of existing proposals ¢ with regard to status, and service allocations. million in sewer contracts so far in 1979, and that more than half the labourers in the union local are now em- ployed, Mr. Fairservice asked council to tighten up the policy of hiring local labour on Regional projects. The present Regional policy calls for local labour to be hired whenever possible, but unlike the cities of . Oshawa and Peter- borough, local hiring is not a pre-condition when Durham considers a bid from a contractor for work on a Regional project. Mr. Fairservice told council that he has heard complaints this year of workers in Durham ap- proaching a contractor for a job and being told that the hiring is being done in Toronto. After listening to Mr. Fair- service air the complaints, council agreed to a motion from Oshawa councillor Bruce McArthur that documentation of specific cases be prepared by the union local and presented to the Management Committee of council. ASK ABOUT OUR HANDYMAN PLAN on 234 acres of rolling land located about one-half mile - north-east of Chalk Lake in Ward 1, and about a mile east of Regional Road 23. Mr. McBroom pointed out that approvals for zoning changes to allow the golf course part of the develop- ment have been granted by the Ontario Municipal Board and if work goes ahead this summer. it'eould be complet- ed by the fall of 1980 at an estimated cost of $1 milljon. Zoning and official plan changes are still needed for assessments system. If the people have no choice, what is the point of holding public meetings and open houses, he asked. Uxbridge Township recently went through the process for the 1979 tax year and it was in a similar position to Scugog where amalgamation five years ago of existing municipal- ities left the new Township with an unwieldy system of different - assessments and mill rates. There was some controversy created in Uxbridge when the 1979 assessment notices based on market value were mailed out to property owners and some found that their assess- ments had jumped by consid- A ~ 2 7 \¢ AN ra) On NE 7A LOPES . It is expected that there will be similar wide flucua- tions on some property assessments here in Scugog. It was pointed out during the meeting that farm prop- erties will be assessed on the productive value of the land, and not on the speculative value of the land. Scugog presently is operat- ing with four different assessment systems in the four wards, and Township treasurer A.D. Thomson who was at the Monday meeting said that the new system would be an easier one to work with and would help to streamline the process for taxation in the Township. the #eSidential half of the project. and Mr. McBroom said the proposal calls for about 50 homes, each on about 2.5 acres of land and with a starting price tag of $150,000 each. He added that because of the exclusive nature of the proposed development, the company would exercise tight controls over the design of the houses. The proposal has been presented to council on at least one previous occasion, and one major change suggested by the company Monday night is that the north-south road running through the residential development would be assumed by' the Township. The company had previously suggested that this road would remain private and maintained by the company. Mr. McBroom said the proposed golf course would be a championship lay-out of about 6000 yards, and open to the public on a semi-private basis. In winter it would be a recreation area for cross country skiing. After listening to the presentation, some mem- bers of council said they like the proposal in principle, but no action will be taken by council until the Township's planning consultant has had a chance to review the plans and make comments.
