Kelly, President Association of Dedicated Canadians Box 1000, Port Perry, Ont. yr, Region agrees to new day care project despite some protest Durham Region council voted last week to enter into a financial agreement with the Ajax-Pickering YMCA to ™~ provide 'day care services before and after regular school hours and on school holidays. The recommendation to council was made by the Region's Social Services Committee, and Committee chairman John DeHart told council that this is the first project of iis kind in Durham. Essentially, it will provide day care for what are known as "latch-key" children, whose parents must leave for work early in the morning and don't get home from work until well after regular school hours. Councillor DeHart said that at present, the Social Services department does not know how many children might be involved in the program, but he promised council a detailed report in about four weeks time. Under the terms of the agreement, Durham will pay the Y $5.52 per "day for children using the service before school and after, and $8.62 per day for those atten- ding full days and having lunch provided. Although council finally agreed on the recommen- dation, two councillors from municipalities in- the nor- thern part of the Region expressed mis-givings. Scugog councillor Reg Rose said he "has problems" with pilot projects for one area in Durham, when other areas presently have no Region day care facilities. Brock Township mayor Alan: McPhail wondered where the "thoney would come from in light of tight budget restrictions in 1979 that almost forced the closing of a regular.day care centre in Bowmanville. Councillor McPhail was especially upset over a report dated March 14 from Social Services Commission W.D. Johns to committee chairman John DeHart in which Mr. Johns outlined the possible affects on his department of budget cuts. McPhail wanted to know why the report had not been made available to council lors prior to the fina) budget meeting March 28 since the report by Mr. Johns appears to suggest that some of the financial cuts will have a serious effect on the level of service provided by the Social Services department. The report by Mr. Johns, which was included in the council agenda for the meeting of April 4, says that one $14,000 cut from Social Services budget may result in '"'a precarious position', and this account may have to be placed in a "deficit budget position." Councillor DeHart replied that he didn't bring the report forward because "nobody asked me for it."
