Ted is seventeen years old, attends Port Perry High School, resides at home with his parents, and has a part-time job after school and on weekends. One evening Ted and a friend impulsively entered what appeared to be an empty house and did some optional conditions might include, report as directed to a Probation Officer, maintain a curfew, reside at a specified place, or seek psychiatric or family counselling as direc- ted. There are as well, two special conditions which, where practical, are imposed by the Court. The first of these demand that the offender pay restitution to the victim for the actual loss or damages which resulted from the offence. This differs from a fine in as much as the latter is paid directly into the public purse. The second special condition requires Probation officers active in Scugog Twp. that the offender contribute up to a maxi- mum of 250 hours of service work to the community, again withjn a prescribed time schedule. Each probationer is screened with particular attention to motivation and suitability, before being assigned to any one of several non-profit groups or organiza- tions. i "damage. They K2. could well be your friends, your neigbours, fa or, members of your immediate family. Rh Both Ted and Linda have been labelled in A law and by society, rightly or wrongly, as ad criminals. In many respects this label lasts ok for life. A moreimmediate problem for both {4:0 of these individuals is determining exactly IAG what is expected of them during the next two FN: years of their lives. Probation supervision has two func- tions: it is a legal means of keeping a check on a probationers' behaviour, and it pro- vides probation officers with the opportunity of helping probationers to evaluate and where necessary, modify their attitudes, to upgrade their education, or to accept medical attention or special treatment if this is needed. i Probation essentially is a contract imposed by the Court for a specified length of time not to exceed three years. It is a contract that requires the probationer to "keep the peace and be of good behaviour. If, during the length of the contract he or she commits a further criminal act, then he or she is held responsible to the Court. In addition to keeping the peace, there are several optional conditions which may be imposed by the Court as long as they have interviewing a prospective volunteer probation officer. some relation to the offence. At present there are approximately 75 cases being supervised in these three areas. In Scugog Township there were approximately 30 cases and recent trends suggest that these numbers will continue to grow. These cases are the responsibility of one officer who spends approximately three full days per month visiting in the Port Perry areas. At present he is assisted by two volun- teer probation officers and a third is currently undergoing a training and orien- tation programme. Although the two active volunteers in Scugog are involved with one or more clients over a relatively long period of time, many of the approximately fifty-five volun- teers in the Region of Durham are involved "in other types of activities. These activities might include the preparation of pre- sentence reports, or background reports, which are used by the Judges, prior to sentencing as-an aid in understanding the offender as a person. Another type of activity involves group reporting, where several clients might meet with a volunteer and-or paid professional staff member to discuss areas of topical or personal interest, for example, money management. Ted and Linda may or may not benefit from their respective periods of probation "supervision but the involvement of the probation staff and the community through the work of volunteer staff, provides alter- native ideas and personalities that before were never available. Will open tenders for Hwy. 12 construction The Ministry of Transpor- tation and Communications has announced that tenders for the reconstruction of Highway 12 will be opened at Ministry headquarters in Downsview on April 9. The tenders call for grading, drainage, granular base, hot mix paving, and structure of a 4.8 mile stretch of the highway from about one-third of a mile north of the Highway 7A intersection. Also included in the tender is replacement of the bridge across the Nonquon River, as that structure has de- teriorated. The contract is part of a continuing program to up- grade the highway by widen- ing the surface and shoul- ders and improving drain- age. RONALD D.
