Wants to build house, stables: | No decision on permit Scugog council has put off a decision on whether to issue a building permit for a piece of property near Sea- grave located on an un- improved Township road - allowance. The policy of the council in the past has been not to issue permits for buildings in these circumstances. Glen Morehouse of Mount Albert told council Monday afternoon that he owns 57 acres on the unimproved 13th Concession Road just west of Seagrave. o He requested a building permit for a $100,000 house and stables which would allow him to raise and breed champion quarter horses. Mr. Morehouse told coun- cil that he would maintain the un-opened road as a laneway to give him access to his property from the Seagrave Road. He said he has been in- formed by the Township Roads department that the cost of up-grading the road to --Township specifications is about $80,000, an amount he said he could not afford. During discussion on the matter, councillor Don Crosier pointed out council's policy, and said that in the past, requests for building permits on un-opened and: un-improved road allowan- ces have been turned down. Although other members of council appeared to be sympathetic towards Mr. Morehouse's request, they agreed to put off any deci- sion until further infor- mation could be gathered on five 25-acre lots located just to the west of the property in question. Those lots front onto an old railway right-of-way which connects to Concession 13, and council was concerned that if the right-of-way is considered a road allowance, the owners of the five lots could request building permits claiming that they should get the same treat- ment as Mr. Morehouse. Councillor Jerry Jackman said after the meeting that the danger in granting ° building permits on un- improved roads is that once the owners get their permits, they may start to put pres- sure on the municipality to up-grade the road at Town- ship expense. ' Council will not make a decision on Mr. Morehouse's request until the assessment department can determine if the five lots to the west of his property are still on a rail- road right-of-way and thus land-locked.
