I am : referring to items such as | VERN ASSELSTINE CANDIDATE FOR MAYOR I have not been happy with the present Council. If you are not satisfied you should stand for election and let the People decide. : The office administra- tion budget has increased by approximately 50 per cent in the past two years. Spending has increased but develop- ment has dropped off drasti- cally. That means a lot less money coming in. The present Council has lost tax' revenue by purchasing the property. The present Council has pushed to build a new library on lakeshore property. There was stiff opposition, two O.M.B. hearings, and it 8 still isn't settled. My stand is clear on the subject. When on Council I voted in favour of extending library facilities by adding to the existing library. If this cannot be done then 1 would like to see it built on other than the Lake property. I also disagree with the decision to tear the old arena down. It had extensive repairs done three years ago and at that time the engineers reported that with annual repairs it should be good for quite a few years. : That is why I am running for Mayor. If elected I will endeavour to bring spending in line and take a hard look at future development. That doesn't mean doing nothing. Scugog taxpayers shouldn't be put in debt, The recession is temporary. We should ride it out and wait. ® There is a need for Regional Council to use caution. Iam not in favour of any new building for Regional Headquarters at this time. Some of the present Regional Council have lost touch with reality. Regional Council must exercise restraint especially at a time of plant closings and lay-offs. Now developers have successfully had lot levies lowered. This means less income. We have lived in what is now Scugog for 28 years. Iam a Veteran of World War II. I have served on many Community Boards including. Port Perry Hospital. Board, 10 years Children's Aid (two years as President of Durham Region Children's Aid), six years on Cartwright Council (three of that as Deputy Reeve), three years on Scugog Council, three years Central Lake Ontario Conservation Authority plus Blackstock Fair Board and other local Boards. It was a progressive and | challenging two years with a : number of controversial issues. I feel that it is important that the citizens = does get involved with the | happenings within our Township and that they do doing this, they keep the elected politicians alert and ensure that the politicians research and discuss each issue before a decision is made. : ; In the past two years we have implemented Market Value assessment throughout the Township. That is the proper and fair method of taxation to residents of Scugog regardless of the area they live in. We are now in the process of preparing a new Zoning By-Law which will uniform and provide a fairness across Scugog. The Library Expansion problem has not yet been settled, however it seems unanimous that there is a need for some type of expansion to our Library. .. The major reconstruction project of Queen Street, the establishment of a Group home for mentally handicapped adults, the purchase of a new fire truck in Hall No. 1, the expansion to Fire Hall No. 2, purchase and sale of Township Property and the formation of the Kawartha Conservation Authority were some of the issues I felt were important to provide for the growth and needs of our residents. As we start into a new term of Council, I feel that our capital projects and capital expenses will slow down and possibly be deferred for awhile. As our economy tightens and our development, both industrial and residential levels out, decisions of council will have to reflect this fact of life. I realize that the demands- for better roads, more dust control, sand and salt applications, more recreational facilities, Community Hall improvements, and many other items will be requested in the coming year. However, I feel that as a responsible elected official that we will have to hold a tight line on many of these projects. The regular maintenance and minor improvements will be continued and only items that are of serious nature should be undertaken. -I feel that our Municipality is slowly and carefully growing and that we should exercise care and caution in the planning of our Township. I believe that my actions and decisions over the past two years have been responsible and in the best interest of the taxpayer. If re-elected I will continue to serve the people to _ the best of my ability to ensure that we continue to develop a municipality that we are all proud of, Sa bridges in Ward 1 and Ward 4; additions to Blackstock Arena and Caesarea Fire Hall; tennis courts in Green- bank and Seagrave; re- construction of Queen yA SS Street; - the purchase of : : "Jaws-of-Life" and a truck for the Fire Departments; varied contributions for recreation and community centres and the purchase of two major properties, all of which will be a credit to our community for many years to come. : It is also impoftant to ; remember that during this council term: « 1) The portion of your tax dollar that was required for __local responsibilities was reduced by:1.98 per cent.-=----- 2.) The increase for local expenditures was 3:15 per cent «below the rate of inflation. ; £5 3.) The reserve accounts remain in an excellent position and no long-term borrowing was necessary for any expendi- 'N tures. : : The Township of Scugog is in excellent condition - mentally, physically and financially - and I am pleased to be a member of the council in office during this progressive period. : } If elected as Regional Councillor I would strive to introduce to Regional Council the same open, honest discussions and debates and the same sensible consideration 5 of expenditures that our Local Council has practiced during the present term. As a 61 year old retired dairy farmer, I have now plenty of time to devote to looking after your interests, both on a Local and on a Regional level. : Taxes are the main concern of the taxpayer, as well they should be. During the last two years, some impulsive and very costly decisions of Council have disturbed us as ¥ -taxpayers and rightly so. It is very easy to spend public money, as it appears to belong to no one, and there is always something to bestow it on. However my main concern will be to see that only enough of your tax dollars will be spent to cover our reasonable needs, and those will be spent very carefully. 'We must not saddle our future with crippling debenture debts and taxes must be held to a level that we can afford.
