Bill Wozney, who owns and operates Scugog Machine Shop on the Oshawa Road about four miles south of Port Perry, has been claiming since 1975 that Bell has over-charged him on the monthly private line rural mileage rate. After numerous letters to Bell Canada, members of Parliament and even the Canadian Radio and Tele- communications Com- mission, Mr. Wozney"s efforts were partially rewarded last month when Bell admitted it had indeed been over-charging him on the mileage rate and sent him a cheque for $525 (including interest). Mr. Wozney told the Star last week that he doesn't consider this a "victory" for him over the Bell. "I'haven't gained anything from-all this, I only got back what was mine in the first place," he stated. And he says he is not' finished with Bell yet. He figures the utility still owes him another $500, and he plans to keep pressing the issue until he gets this amount. He calculates that he is just 3 quarters of a mile outside the free zone, and thus has been over-charged by 7 quarters of a mile each month. What disturbs Mr. Wozney is that his efforts to obtain from Bell the extent of the "free zone" so that he could determine precisely how far outside he lives, have been rebuffed, with the Bell claiming that information is not public. The letter from Bell to Mr. Wozney acknowledging that he had been over-charged, did not say how far he lives outside the free zone. He still maintains he is just 3 quarters of a mile outside it. He says he finally got action from Bell in February of this year when he threatened to go to court and subpoena the company records which would indicate where the free zone ends, and precisely how far he lives outside it. Mr. Wozney says he first suspected he was being over- charged when he compared phone billls in 1975 with friends who live outside the free zone and must pay the monthly mileage charge. While saying that in all his dealings with the company, he was treated with courtesy, he admits he often + got the impression Bell was trying to.stonewall or brush him off. , "But I was sure I was right, and there was no way I was going to quit," he said. Mr. Wozney feels that if Bell: has admitted he was over-charged for several years, there may be other rural customers in the same position, and he believes the company should take a look at its mileage charges. In addition the $525 he received from - Bell two weeks ago for the over- charge, the company told Mr. Wozney his monthly bill would be reduced $3.15 in future. I feel like I've accom- plished something, but I haven't gained or won anything. This was my money, after all," he said.
