(From page 1) regional chairman that year, went on to say that he '"'can- not rule out any possibility at this time." Uxbridge Mayor Gary Herrema, who is completing his first term as the head of that municipality, said at this moment his first priority is to run for Mayor again. "We've got lots to do in Uxbridge Township' he said. But he also admitted quite candidly that he has "toyed with the idea the odd time," of seeking the regional chair- man's job. "I would love the chal- lenge of that position," he went on to say, and he admit- ted he has discussed the idea on an informal basis with a few potential supporters. Brock Township Mayor Allan McPhail had absolute- ly no comment on whether he is interested in the chair- man's job. "I'm certainly not actively campaigning for the post at this time," he said. "Right now my only prior- ity is to run again as mayor of Brock Township," he added. In 1976, Mayor McPhail did not stand for election at the local level, but rather sought the chairman's job. He was defeated in a three- way race. "I didn't run for local office in 1976 because I didn't think it would be fair to the people of Brock if they elec- ted me, to turn around a couple of weeks later and run for the chairman's job," he said. Mayor McPhail's concerns are valid. The vote for regional chairman comes about three weeks after the municipal elections. If a candidate got elected to local council and then was successful in getting the chairman's job, it would mean a resignation from local council and a by- election to fill the vacated spot. A candidate for the region- al chairman's job does not necessarily have to be a member of regional council, or any council, for that matter. However, as McPhail found out four years ago, if a candidate makes the wrong choice about where to run, he could end up sitting out of municipal politics altogether for a term. Ajax Mayor Clark Mason also has been mentioned as one interested in the chair- man's job. Although he was out of town on municipal business and could not be reached by the Star for comment, several regional councillors did say that he has actively been campaign- ing for support. Mayor Mason is the current president of the Association of Municipalities in Ontario, and he jg a veteran municipal polifician. Although the intefested Want School Boards to | collect their own taxes Durham Region council has been asked to support a resolution from Bruce County council which asks that Ontario boards of education levy and collect the property tax dollars used for education purposes. The present practise is for educational taxes to be collected for the school boards by local municipali- ties. In its resolution, which will come before the Durham Council for support this week, Bruce County Council charges that the boards of education "would be more conscious of public attitudes towards costs of education if they were required to deal directly with ratepayers." The resolution also charges that school boards have not reduced programs in the same proportion that provincial grants are being reduced according to declin- ing enrolments, thus creat- ing "large increases to the local municipalities and ratepayers." This has had the effect, the resolution says, of forcing municipalities to curtail their own programs and expenditures so as to a WILLIAMSON Thinking of Leasing? Give us a Try! The resolution also notes that municipalities are required to forward the full amount requested by the school boards, 'regardless of the amount of tax arrears remaining uncollected", and this sometimes means muni- cipalities have to borrow money. The resolution asks that the provincial ministry of education change legislation to require school boards to levy and collect their share of municipal taxes. Ents RHIAN Herder-Brown Construction Ltd. Why would anyone want to be chairman of Durham Region? Aside from the attractive salary, fringe benefits and other perks, the chairman of any Regional municipality can influence considerable political power. The regional chairman is automatically a member of each of the standing commit- tees of council. While the chairman does not have a vote during council meet- ings, he has the authority to break any tie vote on resolu- tions of by-laws. As well, there is consider- able liaison between the Region and the provincial government through the Regional chairman's office. Durham Region has had but one chairman since its formation on January 1, 1974. Walter Beath was.- appointed to the post by the provincial government, for an initial term of three years. He was re-elected by the regional council in December, 1976, and again two years later.
