Although Scugog council members agree that the present $40 flat rate for a building permit is far to low, council could not agree Mon- day on the method for in- creasing the permit fees and the matter will go to finance committee for more study. A report tabled at Mon- day's meeting suggests two possible methods of charging for building permits: either by the number of square feet of the home, or by its value. The report says that some municipalities such as Ux- bridge Township charge a rate of 12 cents per square foot, while others such as Newcastle charge $6 for the first $1000 value of the house and $5 for each additional $1000 value, No matter what method council eventually decides on, the fee for a building permit in Scugog will in- crease, possibly by as much ~ , ship currently would receive as three times or more de- pending on the size and value of the home. The current $40 flat rate for an single family house has not been changed for several years, and council was told this rate does not cover the cost of inspection by the Township building officials. Regional councillor Law- rence Malcolm said that the present building fee charge of 1 per cent of gross value should not be altered for new industrial buildings. He noted that the Town- a fee of $1000 for a permit on Council gives approval in principle for cond " than an acre in size. A 30 unit condominium apartment building is being proposed for a parcel of land -- on Lake Scugog just to the north of the car wash and laundramat on Highway 7A in Port Perry. The proposal for the build- ing was unveiled to Scugog council Monday afternoon by Dr. bill Cohoon and Dr. Robert Allin, owners of the land which is slightly bigger Dr. Cohoon asked council to .endorse the concept in principle so that a detailed survey could be undertaken to determine if there is a market demand for such a building in Port Perry. Although condominium buildings have been success- ful in larger cities such as Toronto, this is the first proposal for one in Port Library contract could be awarded Thursday The moment of truth for the Scugog Public Library Board will likely take place this Thursday night at a special board meeting called to award a contract for construction of a néw War - Memorial Library Building. Tenders for construction of the proposed 6700 square foot building closed July 14, and building expansion com- mittee chairman Dr. Jack Cottrell said that ten bids were received. The committee and the architect are in the process of reviewing the four low bids and should be able to make a recommendation to the Board at the special meeting Thursday evening, said Dr. Cottrell on Monday morning. Plans call for the new building to be constructed on a piece of Township owned land on Water Street in Port Perry just to the south of Birdseye Park. ; Scugog Township has committed $100,000 towards construction, a similar amount has been committed from Wintario, and a fund raising committee so far has collected about $100,000 from public and business dona- . tions and a variety of money raising events. a The Library Board has set September as the target date for start of construction of the new building. -- PO OOICICICICICICIC ICCC ominium The resident would own the individual unit and shar- es ownership with the other resideqts the structure itself and the grounds. Drs. Cohoon and Allin have owned the land for 11 years, and during that time have had proposals for a regular apartment building, and at one time a senior citizens residence. Dr. Cohoon told council Monday it is not economic- ally viable these days to build multi-unit rental complexes. The initial plan for the con- dominium calls for about 30 units, most of them two bedroom. The building would be set back about 100 feet from Lake Scugog, have underground parking and be three storeys tall. Access to the huilding would be from Water Street where - there is an existing Township road allowance. Part of the discussion Mon- day centered around Wheth- er the Township should: re- quire a turning circle to be constructed at the end of the roadway to allow for snow removal, but council agreed that this and other detailed issues could be worked out at a later date. Council gave approval in principle to the concept of a condominium building on the property. a building valued at $100,000, By changing the method of calculating the fee, one example would give the Township just $228 in fees for the same value building, - Employee charged in $9000 theft A 21 year old employee of Comco Metal and Plastics has been charged in connec- tion with the theft of $9000 worth of copper seals from the Comco plant on the Oshawa Road, south of Port Perry.
